Prishtina, 24 July 2026
The Acting Government of the Republic of Kosovo held its regular meeting today, at which it:
- Approved the Regulation on the Development of Recruitment Procedures for Firefighters, which establishes the rules and procedures for the recruitment of firefighters into Professional Firefighting and Rescue Units, in accordance with the fundamental principles set out in Law No. 08/L-197 on Public Officials.
- Approved the decision on the lease of an area of 61,402.9 m², located in the Raçak Cadastral Zone, Municipality of Shtime, upon the request of the Kosovo Forest Agency/Ministry of Agriculture, Forestry and Rural Development, for a period of 15 years, for the extraction and use of limestone.
- Approved the decision on granting for use an area of approximately 3,000 m², from a cadastral parcel owned by the Kosovo Forest Agency — Prizren Forest Enterprise, to the Ministry of Justice. Granting this property for use to the Ministry of Justice will contribute to creating suitable infrastructure conditions for meeting the institutional needs of the Ministry, strengthening inter-institutional cooperation, and rationalizing operational costs.
- Approved the decision amending and supplementing Government Decision No. 05/16, dated 30 April 2026, whereby the Ministry of Health will provide financial support only to specialist trainees who are mothers and who have returned from maternity leave and, as a result of the interruption of their specialist training programme during this period, have not completed the specialist training modules/cycles envisaged under the specialization programme, for the period from 1 November 2025 to 31 December 2026.
- Approved the Framework for Building Digital Capacities for the Government of Kosovo, which will serve as a model ensuring a unified approach to developing essential digital skills for effective governance, service delivery, and innovation in a digital environment.
- Approved in principle the Initiative for the conclusion of an International Agreement between the Government of the Republic of Kosovo and the European Union on joining the “EU Roam Like at Home” zone, which will be a prerequisite for the full implementation of the “EU Roaming Acquis”. This Agreement establishes the framework for the gradual inclusion of the Republic of Kosovo in the “EU Roam Like at Home” regime, enabling the use of roaming services without additional charges between Kosovo and participating states, once the stipulated conditions have been met.
- Approved in principle the Initiative for the conclusion of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, “Termokos”, and the European Investment Bank, for the Prishtina District Heating System Expansion Project.
- Approved the reallocation of funds in the amount of €2,000,000.00 (two million euros) within the Ministry of Local Government Administration, under the “Central Administration” sub-programme, from the capital expenditure category, specifically from the capital project “Municipal Performance Grant Programme”, to 15 (fifteen) capital projects, in accordance with the 15 (fifteen) financial support agreements for capital projects signed by the Minister of Local Government Administration and the mayors of the respective municipalities.
- Established the National Arts Council, an important institutional mechanism that will strengthen the development of public policies in the field of arts and culture, ensuring professionalism, independence, and adequate representation of the artistic community, with the following composition:
1.1. Yll Rugova, representative of the visual arts;
1.2. Baki Jashari, representative of classical music and opera;
1.3. Visare Aliu, representative of theatre;
1.4. Afrim Spahiu, representative of film and audiovisual arts;
1.5. Ardianë Pajaziti, representative of literature and books;
1.6. Visar Munishi, representative of folk songs and dances;
1.7. Aulona Nuhiu, representative of ballet and modern dance;
1.8. Alberta Troni, representative of academic and research institutions in the field of arts and culture;
1.9. Arif Muharremi, representative of the independent cultural sector, including organisations, institutes, and associations in the field of arts and culture and culture-related fields;
1.10. Artnet Haskuka, representative of culture-related fields, such as design, architecture, and other fields related to the creative industries;
1.11. Visar Haxhibeqiri, representative of the administration from the Ministry of Culture.
- Allocated financial resources in the amount of €9,480.00 (nine thousand four hundred and eighty euros) to support the implementation of the “OringinAL” programme, which promotes the Republic of Kosovo internationally by strengthening the positive image of the Republic of Kosovo, promoting its tourism, cultural, and development potential, as well as expanding cooperation with the diaspora in support of the country’s long-term development.
- Approved the Proposal of the Ministry of Finance to request the President of the Republic of Kosovo to authorize the Minister of Finance to sign the Loan Agreement between the Republic of Kosovo and the French Development Agency, for the Kosovo XXI Mediterranean Games Project.
- Re-approved the Annual Financial Report on the Budget of the Republic of Kosovo for 2025.
