Prishtina, 14 May 2026
The Acting Government of the Republic of Kosovo held a regular meeting today, in which it:
• Approved the Final Decision on the expropriation in the public interest of former social immovable properties for the needs of the Air Navigation Services Provider of the Republic of Kosovo (former ASHNA), Cadastral Zone Vrellë e Goleshit and Mirenë, Municipality of Lipjan, Cadastral Zone Zatriq, Municipality of Rahovec, Cadastral Zone Mramor, Municipality of Prishtina and Cadastral Zone Bajgorë, Municipality of South Mitrovica.
- Approved the request of the Ministry of Finance for amending and supplementing Government Decision No. 04/04, dated March 13, 2026. Through this amendment, the approved amount of €370,000.00 is increased by €3,150.90, reaching a total value of €373,150.90, (three hundred seventy-three thousand one hundred fifty euros and ninety cents), for the International Development Association (IDA), in order to cover the difference created by fluctuations in the exchange rate
- Approved the request of the Ministry of Labor, Family and Liberation War Values, for the amendment and supplementation of Government Decision No. 22/39, dated October 13, 2021, for the establishment of the Ministerial Commission for the European Youth Guarantee Scheme.
- Established the Ministerial Commission for the European Child Guarantee Scheme.
- Established the National Council for Occupational Safety and Health.
- Approved the Extension of the Implementation Plan for the Youth Guarantee Scheme – 2026.
- Approved the decision to amend and supplement the Government Decision on the Establishment of the Government Commission for the Recognition and Verification of the Status of Persons Victimized During the Kosovo Liberation War, No. 06/143, dated 28 April 2017, amended and supplemented by decision No. 02/54, dated 12 January 2022, and decision No. 12/214, dated 24 July 2024.
- Approved the decision to update the State Strategic List for Military Goods, referring to the European Union List, for goods that are placed under control for reasons of national security, foreign policy, public security, or for reasons of human rights.
- Approved the Final Decision for the expropriation in the public interest of the immovable properties of the owners and stakeholders affected by the implementation of the Project “Old bypass of the City of Gjilan, Lot 1 and Lot 2, cadastral areas Shillovë, Livoç i Ulët and Gjilan, Municipality of Gjilan.
- Approved the Final Decision for the expropriation in the public interest of the immovable properties of the owners and stakeholders affected by the implementation of the Project “Rehabilitation, Expansion and Asphalting of the National Road R118, segment within the village of Mushtisht, cadastral area: Mushtisht, Municipality of Suhareka”.
- Approved the Final Decision for the expropriation in the public interest of the immovable properties of the owners and stakeholders affected by the implementation of the project for the expansion of the surface mining for coal exploitation, for the production of electricity for the needs of the Kosovo Energy Corporation (KEK-Sh. A.), cadastral areas: Siboc, Shipitulle, Leshkoshik, Hade and Palaj, Municipality of Obiliq.
- Approved the decision for further consideration of the Request for expropriation in the public interest of former social immovable properties, managed and administered by the KPA, which are necessary for the implementation of several projects of the Municipality of Podujevo.
- Approved the decision for further review of the Request for expropriation in the public interest of former social immovable properties, managed and administered by the KPA, which are necessary for the implementation of the projects: Construction of the Animal Market, cadastral area: Dumnica e Poshtme and Construction of the Green Market, cadastral area: Podujevo, Municipality of Podujevo.
- Approved the decision for further review of the Request for expropriation in the public interest of former social immovable properties, managed and administered by the KPA, which are necessary for the implementation of the projects of the Municipality of Podujevo: Construction of Affordable Housing, cadastral area Podujevo, and Educational Facilities – Kindergartens for Children, cadastral area: Podujevo, Municipality of Podujevo.
- Approved the decision to reallocate funds in the amount of €50,000.00, (fifty thousand euros) to the Ministry of Culture and Tourism, for the implementation of the program “Preventive Measures – Emergency Interventions in Various Municipalities”.
- Approved the request of the Ministry of Local Government Administration, for reallocation of budgetary funds in the amount of €1,000,000.00 (one million euros), up to 25% of the negatively affected allocation, of the total value of the expenditure category “‘Capital Investments” of approved for the subprogram “Central Administration”.
- Approved the decision to amend and supplement Government Decision No. 05/220, dated September 11, 2024, amended and supplemented by Decision No. 09/ 280, dated December 12, 2025.
- Informed about the Report on the Assessment of the Legality of the Acts of the Municipal Assemblies for the year 2025.
- Approved the decision to appoint the following candidates as Directors of the Board of the Central Public Enterprise “Energy Storage Corporation – ESCorp”:
1.1. Bujar Haxha, chairman;
1.2. Fisnik Musai, member;
1.3. Violeta Arifi – Krasniqi, member;
1.4. Mimoza Byqmeti, member. - Approved the Final Decision for the expropriation in the public interest of the former socially-owned immovable property KBI Ereniku, for the needs of the implementation of the project: “Construction of the Industrial Protection Zone”, cadastral area: Jahoc, Municipality of Gjakova.
- Allocated budgetary funds, in the amount of €1,000,000.00 (one million euros), for the implementation of Measure 1.9 – Support for the employment of persons from non-majority communities of the Economic Recovery Package.
- Allocated budgetary funds in the amount of €90,599.56 (ninety thousand five hundred ninety-nine euros and fifty-six cents) for the Municipality of Podujeva, for the completion of the project “Podujeva Wastewater Treatment Plant” through the Investment Clause.
- Approved the request of the Ministry of Infrastructure and Transport to increase the expenditure limit, in the amount of €15,000,000.00 (fifteen million euros), for the project “Rehabilitation of Railway Line X (Fushë Kosovë – Hani i Elezit)”, from the “Investment Clause” loan funds.
