Speech by Acting Prime Minister Kurti at the Tax Administration of Kosovo

Honourable Minister of Finance, Mr Hekuran Murati,
Honourable Director General, Mr Mentor Hyseni,
Honourable managers and employees of the Tax Administration of Kosovo,

It is a pleasure to be here today, together with the Minister of Finance, to meet you and to assess your work.

First and foremost, I would like to emphasize that the results TAK is achieving today have not come about by chance. In addition to the hard work of TAK’s staff and management, the legal changes and reforms undertaken by the Ministry of Finance have also played a very important role, creating the necessary foundation for a more modern, efficient and fairer tax administration.

Today, the results are measurable. Tax revenues have increased by around 14%, while operational activities have increased by more than 35%, compared to the same period last year.

But behind these figures lies an even more important indicator: our economy continues to develop and expand.

Compared to last year, we have around 5,700 more businesses and more than 17,000 more declared workers. This means more economic activity, more jobs and a broader foundation for the country’s development.

At the same time, TAK is changing the way it interacts with businesses and citizens. The increase in transparency, including the publication of decisions by the Appeals Department, as well as the aim of having 100% of inspections based on risk assessment, are important steps towards a more professional and trustworthy administration.

The 46% increase in reports is also an important indicator of growing confidence in the institution.

Meanwhile, the decline in the number of fines is consistent with an approach that we have supported: businesses should first be advised and guided, while penalties should be a last resort when the law is violated intentionally or repeatedly.

Digitalisation is another area in which we need to continue moving forward. The certification of nine software companies in the fiscalization process creates greater competition and more opportunities for better and more affordable services for businesses.

Investment in people is also essential. The employment of new inspectors and debt collectors shows that we are building the capacities that TAK needs for the future.

I want to be very clear: these are the results of the work of TAK and its staff. The role of the Government is to support this work and create the conditions for the institution to continue moving forward.

And this support will be concrete.

The Minister of Finance has already signed the new Regulation on Salaries, which brings the salaries of TAK staff in line with those of Customs. This is also a way of recognizing the responsibility and importance of the work you do.

Therefore, the Government will support you on this journey: through legal reforms, investment in technology, the development of human capacities, and an organisational structure better suited to your mission.

For your part, we expect you to continue with professionalism, transparency and equal treatment of all taxpayers.

Because a healthy economy needs a strong Tax Administration. And a strong Tax Administration is built with professional people, modern technology and mutual trust between citizens and businesses.
