Prime Minister Kurti’s speech at the launch of the National Electronic Identity and Digital Wallet Platform

Prishtina, 3 November 2026

Honourable Minister of Digitalisation and Public Administration, Lulëzon Jagxhiu,
Honourable Ambassador of the European Union to Kosovo, Dirk Schuebel,
Honourable Deputy Ministers, representatives of institutions, businesses and development partners,
Honourable Rector of the University of Prishtina, Arben Hajrullahu,
Ladies and gentlemen,

From going to institutions to accessing the services they provide anywhere and at any time, digitalization essentially enables institutions to come to citizens, rather than the other way around.

When we talk about digitalization, we think about the time we can save citizens. About the journeys they will no longer need to make. About the tasks they will be able to complete wherever they are. About the documents they will no longer need to print.

Today, with the launch of the National Electronic Identity Platform (eID), the Digital Wallet and the electronic signature application (eSign), the Republic of Kosovo is taking an important step in its digital transformation.

At a time when an increasing number of everyday activities are carried out online, it is essential that we have secure and reliable ways of proving our identity and signing important documents in the digital environment.

Electronic identification enables citizens to prove their identity securely in the digital environment. The Digital Wallet creates opportunities for using digital identity and credentials, while the electronic signature enables documents to be signed without the need for paper or physical presence.

These solutions constitute an important part of Kosovo’s digital trust infrastructure, upon which more advanced services can be built, in both the public and private sectors.

Over the past few years, we have made significant progress in the digitalization of public services. Through the eKosova platform, more than 330 digital services are now available to citizens and businesses, thereby reducing the need for visits to institutions, physical documents and unnecessary procedures.

Now, with electronic identity and electronic signatures, we are moving towards an increasing number of services that can be completed entirely digitally.

As services expand, more opportunities will be created for our fellow citizens abroad to carry out their affairs from the countries where they live and work.

Distinguished guests,

The development of this platform began at the Ministry of Economy and continued, before being finalized, at the Ministry of Digitalisation and Public Administration, in cooperation with several other institutions and our partners.

I would particularly like to thank the European Union for supporting this project through IPA funds, as well as all the teams and professionals who contributed to its implementation.

Today marks the beginning of a new phase in the development and expansion of the services that will be supported by this platform, whose value will grow as an increasing number of public services are integrated and businesses make use of it.

However, the development of these services must be accompanied by a high degree of responsibility for security, the protection of personal data and the reliability of systems. Citizens’ trust is built every day through systems that work, institutions that respond, and efficient services that respect everyone’s time and dignity.

Distinguished guests,

Our aim is to build an administration and a system organised and functioning according to citizens’ needs, with fast, simple and secure services that are increasingly accessible to everyone, everywhere and at any time, making it easier for citizens and businesses to interact with one another and with the state.

Electronic identity and electronic signatures, together with the Digital Wallet, are important steps towards achieving this goal.
Thank you, and congratulations to everyone!
