Honourable Director of the Kosovo Intelligence Agency, Mr Petrit Ajeti,
Distinguished members of the Kosovo Security Force,
Distinguished officers, non-commissioned officers and soldiers,
Partners from friendly countries,
Honored families of our national heroes,
Distinguished war invalids and veterans of the Kosovo Liberation Army,
Honourable members of parliament, colleagues from the Government, and representatives and heads of state institutions,
Dear new soldiers of the Republic of Kosovo,
Ladies and gentlemen,
Sisters and brothers,

Today, here at the “Adem Jashari” Barracks, a place where the name of the Commander-in-Chief symbolizes Albanian resistance and the sacrifice for freedom, we have gathered to mark a special day for you, your families and the Republic of Kosovo.

Today, 515 new soldiers of the Kosovo Security Force are taking the oath, making this the largest generation we have ever had: 515 citizens of the Republic who have chosen to serve their homeland; 515 additional rifles for the country’s security; 515 new guarantors of freedom and peace.

Dear soldiers,

You begin your journey today with the deep knowledge that our freedom is the result of the efforts of many generations, of those who gave everything they had for our country. The KLA was and remains a symbol of our people’s determination not to submit and not to accept subjugation. The sacrifice of our national heroes and martyrs obliges us to preserve the historical truth, honour the just liberation war, and take pride in it wherever we are and wherever we go.

From the mountains of Drenica to the towers of Dukagjin, from the White Drin to the Ibër and Sitnica rivers, from Llapi and Gollaku to Anamorava and Karadak, from the heights of the Sharr Mountains to the depths of the Trepça mines and the peaks of the Rugova Mountains, every region and area, town and village, hill and valley preserves memories of resistance and uprising, of the struggle for freedom and of love for the homeland. In this land, freedom is the story of families, the sacrifice of generations and a responsibility passed down from one generation to the next.

Distinguished guests,

The army is one of the main pillars of the state. Its development is our duty as we build institutions with the means and capabilities to guarantee citizens’ security and protect the sovereignty of the state and the territorial integrity of the Republic of Kosovo, in accordance with its constitutional and legal mandate. For this reason, strengthening and expanding the army has been and remains a priority of our Government.

During the previous mandate, the army’s budget tripled. In this mandate, our commitment is to invest more than €1 billion in the army.
We have recruited 3,220 new soldiers, expanding the ranks of our Force and more than doubling its numbers. Another generation will begin training this year after you, and together with them, we are reaching the military capabilities that were envisaged for 2028. In other words, we have accelerated the achievement of our strategic objectives by two years.

We have made arms purchases worth more than €430 million. Our air support includes Bayraktar and SkyDagger drones, while on the ground we have more than 40 types of modern heavy and light weaponry in line with NATO standards. Our army is becoming more fully equipped every day, and we are firmly committed to this. Our goal is clear: to defend our homeland and to have our army become part of NATO.

Through the international missions we have carried out and continue to carry out, and our participation in Defender 21, 23 and 25, our army is now a contributor to peace and security around the world.

We have also made progress in the defence industry. By the end of this year, we will begin producing ammunition at the factory we are establishing in Gjakova. The production will be entirely domestic, and we are supporting private-sector companies that wish to manufacture military products. These investments are part of a broader vision for the Republic of Kosovo to have a professional, modern force prepared to respond to security challenges.

But, dear guests,

A state is not measured solely by the budget it allocates to defence. It is also measured by its responsibility to turn these investments into security for citizens, capabilities for soldiers and confidence in the future. Modern equipment is essential. Technology is important. Weaponry is vital. Operational capabilities are fundamental.

Nevertheless, at the heart of every army stands the soldier with heart. It is people who turn investment into capability, preparation into professionalism, and the oath into a matter of conscience.

Therefore, our investment is not only in equipment, weaponry and ammunition. It is also in the training, education, welfare and professional development of our soldiers. For this reason, four times as many military personnel have received training and education abroad.

We want an army that respects citizens, acts professionally, remains ready to defend the country, and builds lasting cooperation with our strategic American and European allies.

Dear new soldiers,

Serving your homeland requires more than courage. It requires discipline, character, maturity and loyalty to your oath.

You will represent the Republic in every duty, every exercise and every mission. For this reason, always demand more of yourselves, continue learning from your superiors, always stand by one another, and never forget the duty entrusted to you.

We are not building an army against anyone. We are building it for Kosovo. For peace. For security. For freedom. For the right of our people to have a state of their own. Peace and security, rights and freedom require strong institutions, readiness to defend ourselves, and the determination to prevent our painful history from repeating itself. Every stone and every field, every spring and every mountain, every inch of this land is part of our homeland and of the trust placed in us to defend and protect it.

Honored family members,

Today, this pride belongs to you and to the state. Behind each of these soldiers stands a family, a story of dedication and support that has helped shape them. I thank you for raising and supporting young men and women who have chosen to serve the Republic. Our state has a responsibility to care for those who bear the responsibility of defending it.

Dear soldiers,

Never forget that behind your uniforms stand the citizens of Kosovo, their families, the children who want to grow up in peace, and a people who won their freedom through great effort and suffering.

You are part of the generation entrusted with preserving the freedom we enjoy and strengthening the state that guarantees it.

May the name of the legendary Commander-in-Chief Adem Jashari serve as a lasting reminder of what it means to stand up for one’s homeland. May our history be a source of responsibility, and our future a commitment to work, dedication and development.

This is our homeland. This is our state. Freedom is a legacy entrusted to us. And its defence is a set of duties we share, a common official and civic responsibility.

Congratulations on your graduation, new soldiers of the Kosovo Security Force! May you have success in your service to the Republic!

Long live the Kosovo Security Force! Long live our Republic and our people!
