Dear citizens,
I am here together with two ministers from our government cabinet: Minister of Environment and Spatial Planning, Ms. Fitore Pacolli–Dalipi, and Minister of Labour, Family and Liberation War Values, Mr. Andin Hoti.
Today, we are presenting the Adequate Social Housing Project in the Republic of Kosovo, an important investment in the dignity of families, as well as in equality and social security. In this way, we are taking an important step in one of the areas that, as the Government of the Republic of Kosovo, we have placed at the center of our work, namely improving the well-being of families and creating better living conditions.
When a family cannot feel safe, we, as a state, must become a shelter for that family. When a child cannot enjoy equal opportunities, we must ensure adequate living conditions. And when a society and a state do not fight injustice and inequality, the most vulnerable families are the first and the hardest hit, and are left without support. Therefore, we have also addressed housing as part of our social policies and our commitment to the well-being of citizens, prioritizing those who are most in need. During our term in government, we have taken a number of measures to support families, particularly families with children and those facing economic hardship, ranging from child allowances and support for new mothers to concrete measures for social protection and improving living standards.
Because supporting a family is not just about a monthly payment. Support also means ensuring that a family has adequate, safe and dignified housing.
The project is the result of joint work between the central institutions and the municipalities of the Republic, with the support of our international partners as well. The Government has secured financing through a loan agreement with the Council of Europe Development Bank, amounting to €25 million. In addition, we have allocated €12 million from the budget of the Republic. Thus, we have secured a total fund of approximately €37 million. This is, without a doubt, a major investment.
What makes this investment even more important is its purpose. It is an investment in families. It is an investment in security. It is an investment in dignity. It is an investment in the future of children.
Today, we have reached a point where this commitment is moving from the planning and preparation stage into the concrete implementation phase. A total of 21 municipalities will be part of this project, and hundreds of families will benefit from the interventions to be carried out. The municipalities are important partners in its implementation, as both procurement procedures and the selection of beneficiary families will be carried out through them. The details of the project, its implementation arrangements, intervention programmes and the allocation by municipality will be presented in greater detail by Minister Pacolli–Dalipi.
I thank the Council of Europe Development Bank for its partnership and support, the municipalities for their cooperation, as well as the teams of the ministries that have worked to bring this project to this stage.
At the same time, alongside this process, which is now entering the stage of signing agreements with the municipalities and subsequently commencing implementation, another major project that has already been launched—the affordable and social housing project—is also progressing. This project is currently in the implementation phase in the following municipalities of the Republic: Peja, Istog, Podujeva and Gjilan. The works are being carried out across a total of seven lots, in accordance with the contracts signed and the approved implementation schedules for each project.
Overall, the level of implementation in terms of budget expenditure and payments at this stage stands at 35%, while for certain lots it has reached as high as 53%.
The right to life, the right to housing, and equality, above all, not only as a shared goal but also as a starting point, undoubtedly remain the values from which we set out and move forward, with the sole aim of ensuring that the state is for everyone, because we all belong to this state.
