11th Meeting of the Government of the Republic of Kosovo

Prishtina, 20 April 2026

The Government of the Republic of Kosovo held its regular meeting today, at which it:

• Approved the Draft Law on the Ratification of Amendment No. 2 to the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2020 Programme.

• Approved the Draft Law on the Ratification of Amendment No. 1 to the Financial Agreement between the Republic of Kosovo and the European Union for
the IPA 2019 Programme, Part Two, Objective 1.

• Approved the Draft Law on the Ratification of the Free Trade Agreement between the Republic of Kosovo and the EFTA States. This draft law aims to ratify the Free Trade Agreement between the Republic of Kosovo and the EFTA States (Iceland, Liechtenstein, Norway, and Switzerland). The Agreement establishes a free trade area in accordance with Article XXIV of GATT 1994 and Article V of GATS, liberalizing trade in goods and services and improving market access for investments.

• Approved the Draft Law on amending and supplementing laws related to the Rationalization and Establishment of Accountability Lines of Executive Agencies. One of the priorities of the Government of Kosovo is to ensure proper regulation in the field of public administration reform, which will be achieved through this Draft Law. Among the countries in the region assessed for progress in Public Administration Reform (PAR) through the European Commission’s annual report, Kosovo has the highest number of agencies, including those reporting to the Assembly.

• Approved the Draft Law on the Ratification of Additional Protocol 6 on Trade in Services to the Agreement on Amendment of and Accession to the Central European Free Trade Agreement. This protocol aims at the progressive liberalization of trade in services among the contracting parties. It was negotiated within the CEFTA framework and sets rules on market access, national treatment, transparency, and the elimination of regulatory barriers across various service sectors, in line with the principles of the World Trade Organization (GATS).

• Approved the Draft Law on the Ratification of Additional Protocol 5 to the Agreement on Amendment of and Accession to the Central European Free Trade Agreement. This protocol aims to simplify inspections, reduce import-export formalities, enable electronic data exchange, ensure mutual recognition of laboratory tests and the Authorized Economic Operators programme, and implement effective risk control. It also extends its effects to all other agencies operating at the border, which constitutes its key added value, grounded in the trade facilitation philosophy adopted by all WTO member states through the Trade Facilitation Agreement.

• Approved the Draft Law on the Ratification of Additional Protocol 7 on Dispute Settlement to the Agreement on Amendment of and Accession to the Central European Free Trade Agreement. This protocol aims to provide CEFTA parties with a more structured approach to consultations, mediation, and dispute resolution within CEFTA.

• Approved the Draft Law on Innovation and Entrepreneurship. The purpose of this draft law is to define the principles, rules, organization, and institutional mechanisms for supporting, promoting, and fostering innovative and entrepreneurial activities, with the aim of accelerating sustainable economic, social, and environmental development in the Republic of Kosovo.

• Approved the Draft Law on the Central Inspectorate for Cultural Heritage. This draft law provides for the establishment, organization, and functioning of the Central Inspectorate for Cultural Heritage as an executive agency within the Ministry of Culture and Tourism. The establishment of this important mechanism will create the legal, professional, and functional conditions for monitoring and assessing the preservation status of cultural heritage and, where necessary, taking appropriate measures for its protection.

• Approved the Draft Law on the Emergency Management Agency. The Agency will be responsible for managing emergencies at the national level, including protection from natural and other disasters.

• Approved the Regulation on amending and supplementing Regulation No. 09/2019 on the Integration of Foreigners. The main issue addressed by this draft regulation is the improvement and completion of the existing framework for the integration of foreigners in the Republic of Kosovo through amendments and supplementation to Regulation (GRK) No. 09/2019. The amendments focus on strengthening institutional mechanisms for data exchange among responsible institutions and extending the period of basic accommodation for persons with refugee status, subsidiary protection status, or temporary protection.

• Approved the decision amending and supplementing the Government Decision on the appointment of the Board of Directors of the Central Public Enterprise “Telekomi i Kosovës” J.S.C., through which Shaban Neziri is appointed as Chairperson.

• Allocated financial resources in the amount of €20,721 (twenty thousand seven hundred and twenty-one) to fulfil the annual contribution of the Government of the Republic of Kosovo for 2026 to the Regional Centre of the Migration, Asylum and Refugees Regional Initiative, headquartered in Skopje.

• Approved the decision, upon proposal of the Commission on Narcotic Drugs, to amend and supplement the tables under paragraph 2 of Article 10 of Law No. 02/L-128 on Narcotic Drugs, Psychotropic Substances and Precursors, based on mechanisms defined by international drug control conventions.

• Allocated €100,000 (one hundred thousand) for the organization and implementation of the Country Partner Package within the two-day Future Industry Minds 2026 congress, to be held on 11–12 May 2026 at the Grandhotel Schloss Bensberg in Germany.

• Approved the request for leasing a kiosk space located within the Hani i Elezit Customs Terminal, Municipality of Hani i Elezit, upon request of Kosovo Customs/Ministry of Finance, for a period of 36 months for conducting economic activity in the field of gastronomy.

• Approved the request for leasing a restaurant space of 265 square meters located within the Hani i Elezit Customs Terminal, Municipality of Hani i Elezit, upon request of Kosovo Customs/Ministry of Finance, for a period of 36 months for conducting economic activity in the field of gastronomy.

• Approved the initiative to conclude a Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, KOSTT, and KfW, for Energy Sector Development (Phase VII) – Transmission Network Improvement.

• Approved the Concept Document for the Field of Trade Control of Strategic Goods, the main purpose of which is to improve control in this area as a precondition for the free functioning of the market, protection of economic operators, ensuring fair competition, and strengthening oversight related to national security and foreign policy interests of the Republic of Kosovo in fulfilling international obligations and agreements.

• Approved the Draft Law on the Ratification of the Agreement between the Government of the Republic of Kosovo and the Council of Ministers of the Republic of Albania on the Mediterranean Games Prishtina 2030.

• Approved the decision on establishing institutional bodies for European Union membership.

• Approved the decision to designate the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization within the territory of the Republic of
Kosovo.

• Approved the decision, upon proposal of the Ministry of Justice, on the appointment of members of the Bar Examination Commission.
