Today, the Acting Prime Minister of the Republic of Kosovo, Albin Kurti, accompanied by the Acting Minister of Economy, Artane Rizvanolli, and the Chief Executive Officer of the Public Enterprise Ibër-Lepenc, Faruk Mujka, visited the Ujman Hydropower Plant in the Municipality of Zubin Potok.
During the visit, Prime Minister Kurti stated that “although the primary importance of Ibër-Lepenc lies in supplying water to industry, agriculture and household water utilities, the hydropower plant is vital to the enterprise’s financial sustainability.”
He stressed that the enterprise has consistently generated a financial profit since 2022.
“In 2025, the enterprise recorded a turnover of €12.8 million, while its net profit, excluding depreciation, amounted to €1.76 million. It should be emphasised that the enterprise has generated a financial profit continuously since 2022. This is the first time this has happened since the end of the last war,” he said, adding that during the four-year period 2022–2025, the enterprise generated a profit of approximately €4.3 million, whereas during the previous four-year period, 2018–2021, it recorded losses amounting to €13.8 million. “In other words, from a loss of €13.8 million in the four-year period prior to our Government’s mandate, the enterprise has moved to a profit of €4.3 million during our four years in office.”

We are here at the Ujman Hydropower Plant in the Municipality of Zubin Potok. The hydropower plant has two turbines, each with a capacity of 17.5 MW, giving it a total installed capacity of 35 MW. Construction began in 1977—next year will mark its 50th anniversary—and the plant was completed in 1981.
The hydropower plant is part of the Ujman operational unit, which falls under the Water and Generation Department. A total of 24 employees, including three engineers, operate the hydropower plant. The Ujman unit employs 35 workers in total, all of whom are members of the Serbian community and are employed by the Ibër-Lepenc Public Enterprise through open recruitment procedures in accordance with the legislation of Kosovo. We had the opportunity to meet some of them today, thank them for their work and contribution, and wish them continued success.
Although the primary importance of Ibër-Lepenc lies in supplying water to industry, agriculture and household water utilities, the hydropower plant is vital to the enterprise’s financial sustainability. During 2025, the hydropower plant generated a total of 70 GWh of electricity, while we learned today that in the first seven months of this year, it has already generated 60 GWh.
In 2025, the enterprise recorded a turnover of €12.8 million, while its net profit, excluding depreciation, amounted to €1.76 million. It should be emphasised that the enterprise has generated a financial profit continuously since 2022. This is the first time this has happened since the end of the last war.

Since 2024, Ibër-Lepenc has been trading on the ALPEX Kosovo–Albania electricity exchange, enabling the enterprise to increase and stabilize its revenues. In 2024, Ibër-Lepenc signed a Memorandum of Cooperation with the French Development Agency (AFD) and SCP to secure a feasibility study covering the modernization of the irrigation scheme, the rehabilitation and increased efficiency of the hydropower plant, the development of new electricity generation opportunities, and the strengthening of human capacities.
Meanwhile, with the support of the World Bank, a due diligence study for the rehabilitation of the hydropower plant has commenced, with the final report expected to be delivered in September this year. The enterprise will subsequently apply for technical assistance for the detailed design through the Western Balkans Investment Framework (WBIF).
I would like to thank the Acting Minister of Economy, Artane Rizvanolli, her Deputy Ministers Getoar Mjeku and Triera Kasumi, the Chief Executive Officer of Ibër-Lepenc, Faruk Mujka, and all the Albanian and Serbian workers and engineers who are enhancing the performance of this hydropower plant and enabling it to generate ever-increasing amounts of electricity.
