Acting Prime Minister Kurti Visits the Police Inspectorate of Kosovo

The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, visited today the Police Inspectorate of Kosovo, an institution he said is extremely important for the rule of law and the foundation of public trust in the Republic of Kosovo.

In his speech, Acting Prime Minister Kurti said that in recent years, the PIK has significantly increased its efficiency in handling citizen complaints, becoming a reliable institutional address for any concerns regarding the actions of our police.

“A strong PIK means a cleaner police. A cleaner police means a fairer state and a fairer state means more trust for citizens,” he said.

Acting Prime Minister Kurti emphasized that the Police Inspectorate of Kosovo has strengthened its institutional presence throughout the territory of the Republic of Kosovo, including the four municipalities in the north of the country, increasing access, trust and institutional equality for all citizens.

Honorable leaders and officials of the Police Inspectorate of Kosovo,

Honorable Chief Executive of the Police Inspectorate of Kosovo, Kushtrim Hodaj,
Ladies and gentlemen,

It is an honor to be here today. Thank you for the welcome in this institution, which is extremely important for the rule of law and which is at the foundation of public trust in the Republic of Kosovo.

In every democratic state, the strength of security institutions is measured not only by their operational capacity, but also by the integrity, accountability and internal control that they exercise over themselves, because integrity is the foundation on which citizens’ trust in the state is built. And, the Police Inspectorate of Kosovo is precisely the institution that guarantees this principle. It is the mechanism that ensures that the law is implemented within the security system itself and that no one is above the law without exception, without privileges, without discrimination.

Its mandate is clear and uncompromising. Investigation, inspection, discipline and referral of any case where the integrity of the Kosovo Police is violated.

This is an essential role for the functioning of the rule of law, and since the beginning of the mandate, strengthening the integrity of the institutions has been essential for us.

The results of the work of the PIK in recent years speak clearly: the PIK has significantly increased its efficiency in handling citizen complaints, becoming a reliable institutional address for any concerns regarding the actions of our police.

Thousands of cases and complaints have been handled every year, with professional investigations and concrete disciplinary measures, but also criminal ones when a violation of the law has been ascertained.

Through important operations, including Point and Point 2, actions have been taken against dozens of police officers involved in cases of corruption or abuse of official duty, thus sending a clear institutional message: The law is implemented without exception.

The PIK has strengthened its institutional presence throughout the territory of the Republic of Kosovo, including the four municipalities in the north of our country, increasing access, trust and institutional equality for all citizens.

Citizen reporting through the blue line and public communication mechanisms has also increased significantly, demonstrating the increase in trust in the institution.

In international terms, the Police Inspectorate of Kosovo has achieved significant achievements, including membership in international professional organizations of internal investigators, as well as high ratings from strategic partners for professional standards and institutional integrity. At the same time, the digitalization of processes and increased transparency have strengthened the efficiency and internal accountability of the institution.

An important step is also the pilot project for the electronic platform for evaluating the performance of police stations, which sets a new standard that is measurable for performance and transparency in the security system. Therefore, even today the message is clear, the Government of the Republic of Kosovo remains committed to supporting the PIK in every dimension: in strengthening professional capacities; in guaranteeing functional independence; in improving the legal framework, and in its technological modernization.

A strong PIK means a cleaner police. A cleaner police means a fairer state, and a fairer state means more trust for citizens.

Finally, I would like to emphasize that integrity is the mandatory standard of the state. It is a moral obligation and above all a legal obligation. This institutional control is one of the greatest strengths of our democracy. And, on this occasion, I would like to express my highest appreciation to all PIK officials, who believe in their important role in protecting state integrity and citizen trust.

We should always consider complaints of the citizens as requests for cooperation with the state. And we are interested in cooperating with citizens, because we serve them. Your work is of particular importance and state-building.
