Address by Acting Prime Minister Kurti at the 19th Government Meeting

Dear Deputy Prime Ministers, Ministers and Deputy Ministers,
Dear members of the Government Cabinet, the Office of the Prime Minister, and the media,
Dear citizens,

As we were preparing for today’s meeting of the Government of the Republic of Kosovo, we received the news that the Head of the Vetëvendosje Movement Centre in Skenderaj in the municipality of Skenderaj, and at the same time a candidate for Member of Parliament in the early parliamentary elections of 7 June, Hysni Mehani, was physically assaulted and struck on the head with a glass while having coffee with MP Arjeta Fejza and other activists.

The Government of the Republic of Kosovo condemns this cowardly and unacceptable attack, which reflects a bandit mentality. Such actions neither intimidate us nor push us to withdraw from the political race in any city.

From this meeting, we call on the institutions and bodies of law and order and justice to urgently undertake the necessary actions against those responsible for this attack.

Dear members of the Government Cabinet,

On Monday and Tuesday, namely on 11 and 12 May, as a partner state and co-organiser of the international conference “Future Industry Minds” in Schloss Bensberg, Germany, the Republic of Kosovo was at the center of attention of the business community in Germany and beyond.

In addition to representing the state, this forum held in the Land of North Rhine-Westphalia, which ranks first in terms of population and industrial development in the Federal Republic of Germany, provided an extraordinary opportunity for our private sector companies seeking expansion into new markets and partnerships for the export of their services and products.

During the warm receptions hosted by the Minister-President of the Land, Hendrik Wüst, and representatives of the parliament there, we held friendly and fruitful discussions on deepening bilateral relations, with a particular emphasis on economic and trade cooperation, cultural and educational cooperation, as well as the role of our beloved diaspora.

On 3 May, during our official visit to Yerevan, I held a bilateral meeting with the Government of the Republic of Armenia and Prime Minister Nikol Pashinyan, whom I thanked for the reception and constructive discussion, as an initial step towards advancing relations between our two countries.
There, in addition to representing the Republic of Kosovo at the Summit of the European Political Community, I held a series of meetings with state leaders as well as leaders of Euro-Atlantic institutions.

Dear citizens,

This is the first in-person meeting since, as a Government, the term “acting” was added to our title, after the opposition chose to use the quorum for the election of the president as a weapon to cut short the mandate that citizens granted us with 51.1% of the vote only four and a half months ago.
However, we will not stop. We have continued our good work in fulfilling our commitments.

• This morning in Frashër of Mitrovica, we laid the foundation stone for the Industrial Park.
• In Ferizaj, we closely observed the works carried out in the second phase of the full restoration of the Catholic Church complex, a project expected to be completed by the end of this month, namely in May 2026.
• In the same city, we also visited the “Adriana” Theatre, whose renovation works began last month.
• Yesterday, meanwhile, we were at Prizren Fortress, where we will invest nearly 450 thousand euros for the relocation of the water reservoir outside the Fortress walls, as a project for the safety and protection of this monument of cultural and historical heritage.
• In the cultural and historical capital, also yesterday, we inaugurated investments in energy efficiency in three multi-residential social housing buildings.
• We inaugurated a similar investment last week in two schools in the municipality of Shtime.
• Meanwhile, we began works for the reconstruction of the Kijevë–Malishevë road.
• We digitalized birth registration and continued modernizing equipment at the University Clinical Centre of Kosovo.
• Furthermore, the Kosovo Accreditation Agency was officially recognized and accepted by the Council for Higher Education Accreditation in the United States of America.
• And, on the other hand, the Republic of Kosovo officially adopted the Employment and Social Policies Work Plan within the framework of the Berlin Process Ministerial Meeting.
• We signed the agreement on military financial cooperation with the Republic of Türkiye.
• We also signed memorandums for the reconstruction of the Ibri Mosque in Mitrovica and for the preservation, protection, and promotion of Islamic cultural heritage in the Republic of Kosovo. And today, precisely at this meeting which we have just begun, we will also adopt the decision on financing the reconstruction of the Ibri Mosque, which, as you know, was burned by Serbian enemy forces on 2 May 1999, while being a 250-year-old cultural heritage site.

And many other works, all within just the last two weeks. Because the Government is at the forefront of its duty and in the performance of its duties.

Dear citizens,

Serbia continues its methods of ethnic cleansing in Preševo, Medveđa and Bujanovac, on the one hand through the denial of rights and discriminatory and exclusionary policies against Albanians, and on the other hand through blocking support from our side.

By preventing the transfer of funds allocated by the Government of the Republic of Kosovo, our northern neighbour, through abnormal behaviour, is leaving around 3,650 pupils without free textbooks, more than 750 students without scholarships, more than 950 farmers without support, as well as schools, organisations, media outlets and thousands of citizens, among them around 90 orphaned children.

I have already conveyed this serious concern to the High Representative of the European Union for Foreign Affairs and Security Policy, Ms. Kaja Kallas, and today we once again call on the international community to act immediately.

Dear members of the Government Cabinet, today at around 1:30 in the morning, as a result of a malfunction on the 35 kV Stan Tërg line, the electricity supply to the Business Unit Mine with Flotation Trepça – Stan Tërg was interrupted.

The Trepça team, supported by the KOSTT team, immediately engaged to the maximum extent to restore the supply.

At the time the electricity supply was interrupted, there were 47 miners inside the mine, of whom 29 exited through the emergency stairs between 3:00 a.m. and 8:00 a.m., while the remaining miners, except for those on duty, exited at 2:00 p.m. after technical teams established an alternative emergency connection to reconnect the 35 kV line from the Trepça Substation to Stan Tërg.

All workers and miners are in good health condition, while the causes of the malfunction at the substation are being investigated by the competent authorities.

On the agenda of today’s meeting, we have 19 items, but before we begin reviewing them one by one, the Minister for Communities and Returns, Mr. Nenad Rashiq, has requested the floor.
