The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, together with the Acting Minister of Health, Arben Vitia, and the Director of the University Clinical and Hospital Service of Kosovo, Elvir Azizi, visited the Municipality of Shtime today to mark the laying of the foundation stone for the new building of the Special Institute in this town. They were warmly welcomed by the Mayor of the Municipality, Dr. Qemajl Aliu.
With an investment value of €6.3 million, the new building of the Special Institute will cover a total area of 6,800 square meters. The construction is expected to be completed within two years.
Describing it as an important day for the patients who will use the facilities of this new building, the Prime Minister said that the construction of the Special Institute had long been a pressing need for the Municipality of Shtime. He added that the completion and operationalization of this new facility, along with the relocation from the old premises, represents good news for healthcare in the Republic of Kosovo, especially for the patients and the Municipality of Shtime.
During the ceremony of laying of the foundation stone, Prime Minister Kurti expressed his gratitude to Mayor Dr. Qemajl Aliu, Minister Arben Vitia, and Director of the University Hospital and Clinical Service of Kosovo, Elvir Azizi.
Minister Vitia noted that despite past investments, the old building of the Special Institute in Shtime never adequately met the standards required for residential patients who receive 24-hour care. He thanked Mayor Aliu for his contribution to the implementation of the project, saying that with the empathy of a doctor and the exceptional management of a municipal leader, he has insisted on launching the project promptly so that the Special Institute can provide services that truly meet the needs of patients from across the country.
Mayor Aliu expressed his joy at the laying of the foundation stone for a project that was promised to the citizens of Shtime. He stated that this had been a social and moral obligation for the entire state and society—to create better conditions for these patients and this is made possible thanks to the support of the Government, Prime Minister Kurti, and Minister Vitia.

The machinery is ready, the workers as well – we lay the foundation stone for the new building of the Special Institute here in Shtime, with a total surface area of over 6,800 square meters. The construction is expected to be completed within a maximum of two years, with a total cost of around €6.3 million.
I would like to sincerely thank the Mayor of the Municipality of Shtime, our host Dr. Qemajl Aliu, as well as Minister Arben Vitia and the Director of the University Clinical and Hospital Service of Kosovo, Elvir Azizi, for bringing us together on this very important day—not only for the patients of the Special Institute, but also for the much-needed relocation from the old building, which we are now concretely preparing for, and which had long been a pressing need for the Municipality of Shtime. This is good news for the healthcare system in the
Republic of Kosovo, and especially for the patients and the Municipality of Shtime.
