Prishtina, 24 March 2026

Today, the Prime Minister of the Republic of Kosovo, Albin Kurti, received the OSCE High Commissioner on National Minorities, Christophe Kamp.

During the meeting, Prime Minister Kurti thanked Commissioner Kamp for his visit, his letter, and his recommendations, emphasizing that the Government of the Republic of Kosovo fully agrees with his assessment that the responsibility lies with local Serbs to make use of the rights guaranteed in Kosovo.

The Prime Minister stressed that Kosovo’s legal framework is built on an empowering model that enables the active participation of communities, but which also requires engagement and local ownership in exercising the guaranteed rights.

The meeting also addressed positive developments regarding the implementation of the Law on Foreigners and the next steps toward the full integration of healthcare and education in the northern part of the Republic, within Kosovo’s legal framework.

In the field of language and community rights, Prime Minister Kurti outlined the concrete steps taken by the Government, including the opening of positions for Director of the Department for Community Affairs within the Office of the Prime Minister and for the Language Commissioner, as well as efforts to strengthen capacities for language harmonization.

In conclusion, Prime Minister Kurti emphasized that the next phase is not about expanding rights, but about deepening their use through trust-building, community engagement, and full access to institutions.
