The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, accompanied by the Acting Minister of Economy, Artane Rizvanolli, together with the Deputy Head of the Cooperation Section at the EU Office in Kosovo, Alessandro Bianciardi, the Managing Director of the Kosovo Energy Efficiency Fund, Driton Hetemi, and the Director of the Department of Transformations at the Municipality of Prishtina, participated in the inauguration of energy efficiency renovations in four social housing buildings in the Municipality of Prishtina, specifically the buildings at the Madrasah and in Hajvali.
These four buildings are home to 200 families, or 790 residents. The renovations will enable considerable energy savings and provide better living conditions for residents. They include the insulation of walls and roofs, installation of new windows and doors, new heating systems, intercom systems, and fire safety measures. According to analyses, as a direct result of the renovation, energy savings for residents of these buildings will range between 47% and 62%. The total investment value is €1.24 million. The project was implemented by the Kosovo Energy Efficiency Fund, with the support of the Government of the Republic of Kosovo, 90% financial support from the European Union, and 10% contribution from the municipality.
“In addition to the social housing buildings in Prishtina, we have also renovated 15 other public buildings with a value of around €4 million, and 425 families have been supported with grants to insulate their homes. These are concrete steps to improve the living, housing, and well-being of citizens and to make our buildings more efficient, safer, and healthier so that no one works, lives, or studies in mold and dampness as in the past,” said the Prime Minister.
Furthermore, the Prime Minister added that in the next term of government, it is planned to renovate 400 more public buildings across Kosovo.
At the buildings in Hajvali, the Prime Minister had the opportunity to meet the economic operator who carried out the works, as well as one of the residents, Sami Murtezi, a veteran of the Kosovo Liberation Army from Dumnica, Llapi area, who lives there with his son and wife, and who also takes care of the building’s maintenance.
The Prime Minister thanked the European Union, the Ministry of Economy, the Municipality of Prishtina, and the Kosovo Energy Efficiency Fund for their work, which has directly benefited the citizens of the country.

Today, we are inaugurating the renovation of four social housing buildings in Prishtina—two here at the Madrasah and two in Hajvali, where we will proceed next.
These are homes for 200 families in total, or 790 residents. After the completion of these renovations, this year, residents will have warmer and safer winters. The total investment is €1.24 million, 90% of which is from the European Union—for which we are very grateful to Mr. Alessandro Bianciardi, who is here with us today for this great support to this renovation project. The renovation includes roof and wall insulation, replacement of windows and doors, and the installation of new heating systems and safety measures.
This project is part of a broader €6 million program for 28 social buildings in 13 municipalities, which include 889 families.
In addition to the social housing buildings in Prishtina, we have also renovated 15 other public buildings worth about €4 million and supported 425 families with subsidies to insulate their homes.
These are concrete steps to improve citizens’ living conditions and well-being, making our buildings more efficient, safer, and healthier, so that no one works, lives, or studies in mold and dampness as in the past.
For this reason, we have planned to renovate another 400 public buildings across Kosovo in the next government term. This is our vision for a Kosovo that cares for its residents so they can have a secure and dignified future.
The two buildings here at Madrasah, where we are now, were built in 2009, with a total area of over 4,100 m². In Hajvali, the two buildings also have about 4,300 m² in total—100 families here, and 100 families there. But in Hajvali, where we will proceed next, 50 families are families of martyrs.
It should be emphasized that, for these two buildings, which we have renovated and are inaugurating today at the Madrasah, the energy savings will be 55% in one and 62% in the other, while in Hajvali, the savings will be 47% and 45% respectively.
I thank the Ministry of Economy, Minister Artane Rizvanolli, the Kosovo Energy Efficiency Fund, Driton Hetemi, and the representative of the European Union, who have not only worked hard but also worked together in a coordinated way. Now we are very happy that these 200 families are pleased to have dignified living conditions and modern well-being.
Thank you again to everyone, and I hope that with such projects we will continue both in Prishtina and throughout Kosovo.
Prime Minister Kurti’s Speech in Hajvali
Among the four renovated social buildings inaugurated today are also these two in Hajvali, in addition to the two at Madrasah. Here, alongside the representative of the European Union, the Ministry of Economy, the Municipality of Prishtina, and the Kosovo Energy Efficiency Fund, we also had the opportunity to meet the Economic Operator who carried out the works, as well as one of the residents, Sami Murtezi, a veteran of the Kosovo Liberation Army from Dumnica, Llapi area. He lives here with his son and wife and also takes care of maintaining the building, because this major investment by the European Union—whom we are always grateful to—requires maintenance. We were very pleased to see that one of the residents is doing this work by taking care of the yard, the stairs, and so on.
Just like at Madrasah, the renovation here in Hajvali has included replacing windows and doors, the roof, the façade, and each apartment here is also equipped with an air conditioner to keep summers cool and winters warm.
Once again, €1.24 million is the total investment, 90% from the European Union, and 10% contribution from the Municipality of Prishtina, implemented by the Kosovo Energy Efficiency Fund.
Here in Hajvali, we have 100 families in these two buildings we are standing between today, and another 100 at Madrasah.
Here the electricity savings are almost 50%—47% in one building and 45% in the other. Across Kosovo, there are 28 social buildings; what we saw today are just 4 of them, in 13 municipalities, with over €6 million in investments.
