The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, accompanied by the Mayor of Gjilan, Alban Hyseni, took part in the ceremony of presentation and the commencement of works for the “City Boulevard” project in the Municipality of Gjilan — the largest capital investment ever in this municipality, valued at 18 million euros.
The boulevard will stretch 450 meters in length. The project includes the construction of an underpass from the Bus Station to the current Municipal building. Within this capital project is also the construction of an underground parking facility with around 500 spaces across two levels, as well as a new five-story Municipal Administration building covering an area of 8,600 m². The signed contract foresees the completion of works within two years.
In his opening remarks, Prime Minister Kurti said that it was a great pleasure to be in this beautiful and proud city to witness firsthand the work and progress achieved, emphasizing that Gjilan is transforming into a center of development and a model of governance with vision, hard work, dedication, and above all, clean hands.
“During this mandate, more than 73 million euros in projects have been brought here, changing both the appearance and the functioning of the city. These investments are not only figures in tables but a tangible, perceptible, livable, and experienceable reality for all citizens of the Municipality of Gjilan,” said Prime Minister Kurti.
Addressing those present, Prime Minister Kurti highlighted the achievements in this municipality, noting three main areas where Gjilan has made major strides:
Education: Over 3.3 million euros for the School of Medicine and over 3 million euros for the construction of new kindergartens; Health and Social Welfare: More than 2 million euros invested in modern equipment, new facilities, and quality services; Agriculture: Over 2.8 million euros invested between 2022 and 2024, with dozens of beneficiaries empowered to produce more, better, and with a long-term perspective.
He also mentioned other capital projects reshaping the city, such as the FLOWS project — 15 million euros for the water supply system; the City Stadium — 13 million euros for sports and youth; the Affordable and Social Housing Project — 4.5 million euros for safer housing; and further initiatives like the renovation of sports halls, the day center for the elderly, humanitarian kitchens, student dormitories, cultural centers, and more.
“On this special day, we are launching the largest capital project in Gjilan’s history, the City Boulevard, worth 18 million euros, which will completely transform the image and life of this city,” said Prime Minister Kurti. He thanked Mayor Hyseni and his team, expressing pride in their work that is making Gjilan a model city for all of Kosovo.

Honorable citizens of Gjilan,
Honorable Mayor Hyseni, dear Alban,
Today, it is a great pleasure to be with you in this beautiful and proud city to witness firsthand the work and progress that has been made and continues to be made.
Gjilan is becoming a center of development and a model of governance with vision, work, and dedication, and above all, with clean hands.
In this mandate, more than 73 million euros in projects have been brought here, changing the appearance and the functioning of the city. These investments are not merely numbers in tables but a tangible, perceptible, livable, and experienceable reality for all the citizens of the Municipality of Gjilan.
The three main areas where Gjilan has made significant progress are:
- Education – Over 3.3 million euros for the School of Medicine and more than 3 million euros for the construction of new kindergartens. These investments guarantee a better future for children and youth, and to all those returning to school benches today, I wish you a successful start to the 2025–2026 school year.
- Health and Social Welfare – Over 2 million euros invested in modern equipment, new facilities, and quality services. Citizens of Gjilan now receive healthcare closer to home and at higher quality.
- Agriculture – More than 2.8 million euros invested between 2022 and 2024, with dozens of beneficiaries empowered to produce more, better, and with long-term vision.
But these three fields are not all. Other capital projects are being developed that are giving the city a new look. Among them:
• The FLOWS Project – 15 million euros for the water supply system;
• The City Stadium – 13 million euros for sports and youth;
• Affordable and Social Housing – 4.5 million euros for safer housing.
Then there are other projects such as the renovation of sports halls, the day center for the elderly, humanitarian kitchens, student dormitories, cultural centers, and many other major undertakings.

These are investments that do not only change the city but also your everyday lives. Gjilan today is a city of great projects, a city that does not stop, a city becoming a model for all of Kosovo.
