The Caretaker Government of the Republic of Kosovo held its regular meeting today, during which it:
– Approved the Administrative Instruction on the Method of Appointing Conformity Assessment Bodies. This Administrative Instruction defines the application procedure for the appointment of conformity assessment bodies, the general requirements that must be met for granting an appointment, the expansion of the scope of appointment, the suspension and withdrawal of the appointment of conformity assessment bodies.
– Approved the Administrative Instruction on the Methodology for Monitoring and Reporting Greenhouse Gas Emissions and Other Information Related to Climate Change at the National Level. The purpose of this draft Administrative Instruction is to establish a mechanism for monitoring and reporting all anthropogenic emissions by source and the absorption of greenhouse gases, as well as the review and verification of greenhouse gas emissions. The main objective of this act is to create the legal basis for the transposition of EU climate change legislation, environmental protection, and human health.
– Approved the preliminary decision on expropriation in the public interest of immovable properties affected by the implementation of the project for the expansion of surface mining for coal extraction, for electricity production needs of the Kosovo Energy Corporation.
– Approved the preliminary decision on expropriation in the public interest of former socially owned immovable properties administered by the Kosovo Privatization Agency, for the needs of the institutions of the Republic of Kosovo, in the Beroc II Cadastral Zone, Municipality of Shtërpcë.
– Approved the preliminary decision on expropriation in the public interest of immovable properties affected by the implementation of the project for the Construction of the Sports and Culture Center in the Municipality of Ferizaj. This decision paves the way for the implementation of a project long awaited by the citizens of Ferizaj.
– Approved the preliminary decision on expropriation in the public interest of immovable properties affected by the implementation of the project for the Rehabilitation, Expansion, and Asphalting of National Road R118, in the segment within the village of Mushtisht. This decision is a concrete step towards improving infrastructure and connectivity between the Municipality of Suhareka and that of Shtërpcë, promoting sustainable development, mobility, and economic growth.
– Approved the preliminary decision on expropriation in the public interest of immovable properties affected by the implementation of the project for the Construction of the Korishë–Kabash Road, connecting with Regional Road R-118.
– Approved the preliminary decision on expropriation in the public interest of former socially owned immovable properties, managed and administered by the KPA, which are necessary for the implementation of projects in the Municipality of Gjakova. These investments improve the quality of life and strengthen the sports and administrative infrastructure of the municipality.
– Approved the preliminary decision on expropriation in the public interest of former socially owned immovable properties for the needs of the Air Navigation Services Agency. This decision paves the way for expanding the capacities of ANSA, strengthening its institutional presence in our Republic and ensuring greater safety and efficiency in air navigation.
– Allocated 23,472 euros in financial support for FCF Prishtina 01 – Futsal, for organizing the UEFA Champions League on 24 November 2025 in Prishtina and on 5 December 2025 in Riga, Latvia. The event is expected to attract a large number of participants and contribute to the image of our country.
– Allocated 25,925 euros for the participation of the Kosovo Team in the NEO Science Olympiad, namely the participation of 15 students in the NEO Science and Coding Olympiad, planned to be held in Orlando, USA, from 10 to 15 January 2026. The program includes the opening ceremony, exams in Mathematics, Natural Sciences, Physics, Chemistry, Biology, Coding, Robotics, along with the academic session.
– Allocated 850,000 euros to cover the shortage of funds in the category “Salaries and Allowances” for November 2025, for the Ministry of Internal Affairs.
– Approved the further review of the request for expropriation in the public interest of former socially owned immovable properties of KBI Ereniku, for the Construction of the Industrial Defense Zone in Jahoc, Municipality of Gjakova. With the approval of this decision, we are paving the way for the construction of the ammunition factory that will serve our army, strengthening security, development, and peace in our country.
– Approved in principle the initiative for “Amendment No. 5 to the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2014 program.” The purpose of the amendment is to allow the extension of the implementation deadline for the projects under this agreement by an additional 2 years, due to delays in the implementation of contracts concluded under this agreement. Specifically, this concerns the construction of the Gjakova Municipality building.
– Approved the request of the Ministry of Finance, Labor and Transfers for savings and allocations:
– Allocation of 875,000 euros to cover the obligations of the Ministry of Foreign Affairs and Diaspora, including those of diplomatic missions;
– Allocation of 4.48 million euros for Radio Television of Kosovo as a temporary solution and a forced improvisation due to the non-functioning of the Assembly in the IX Legislature, which failed to approve the regular financial report for RTK; therefore, the funds must be secured through the process of savings and allocations.
– Allocated 300,000 euros, within the Program for Country Promotion, for organizing Kosovo’s participation in the World Economic Forum in Davos with the “House of Kosova.” Last year, our first participation with the Kosova House at the Davos World Economic Forum was received exceptionally well and served as an important platform for promoting Kosovo, creating new economic and political links, showcasing our potential, and networking with our diaspora in Switzerland. The second edition in 2026 aims to ensure continuity and a sustainable presentation of Kosovo at this international forum.
– Allocated 250,000 euros for the Kosovo national football team as a reward for its achievements so far, specifically for reaching the Play-Off stage of the qualifications for the 2026 World Cup. In this meeting, the Government also pledged a reward of 500,000 euros in the event of a victory against Slovakia, and an additional 1 million euros in the event of qualification for the 2026 World Cup.
