Prishtina, 31 October 2025
The Acting Government of the Republic of Kosovo held its regular meeting today, during which it:
- Approved the Draft Law on Budget Allocations for the Budget of the Republic of Kosovo for 2026, amounting to approximately 4 billion euros, or 3 billion, 967 million and 600 thousand euros.
- Approved the final decision on expropriation for public interest of former socially-owned immovable properties for the needs of the Central Security Institutions of the Republic of Kosovo, located in Atmaxha – Municipality of Prizren and Banjë – Municipality of Malishevë. With the approval of this final decision, the expropriation procedure is completed, enabling the implementation of the project for the needs of the Central Security Institutions of the Republic of Kosovo.
- Approved the request of the municipalities of Prishtina, Gjilan, and Zubin Potok for the approval of their 2025 budgets, following their adoption by the respective municipal assemblies.
- Approved the Regulation on Criteria, Standards and Procedures for Public Financial Support for the Independent Cultural Scene. This sub-legal act derives from the Law on Art and Culture and foresees a reorganization of the mechanisms for supporting the independent cultural scene. It addresses evolving needs and demands that the previous legislation could no longer adequately meet. The simplified and less bureaucratic funding model will facilitate institutional support for the independent cultural scene.
- Approved the request of the Ministry of Finance, Labour and Transfers for allocations and savings.
- Allocated budget funds in the amount of 40,000 euros for the repair of the roof of Tower III on Ali Vitia Street – Emshir, Prishtina,
following damage caused by fire. - Approved the increase in the benefit amount of state-funded pension schemes, starting from November 2025, as follows:
1.1. Basic — social pensions: from the current amount of 120 euros to 150 euros;
1.2. Pensions for children with disabilities (ages 1–18): from 120 euros to 150 euros;
1.3. Disability pensions: from 120 euros to 150 euros;
1.4. Family pensions: from 120 euros to 150 euros;
1.5. Occupational disability pensions: from 120 euros to 150 euros. - Allocated budget funds in the amount of ten million euros (€10,000,000.00) to increase Child Allowances by 50% over the current amount, starting from November 2025.
- Approved the new Minimum Wage in the Republic of Kosovo, increasing it from 350 euros to 500 euros.
The increase will take place in two phases: Phase I: starting from 1 January 2026, the minimum wage will be 425 euros per month for full-time work;
Phase II: starting from 1 July 2026, the minimum wage will be 500 euros per month for full-time work. - Approved the initiative of the Ministry of Finance, Labour and Transfers to negotiate the Grant Agreement for Expert Services in the Energy and Climate Sector for Kosovo, between the Republic of Kosovo, represented by the Ministry of Finance, Labour and Transfers, and KfW, Frankfurt am Main.
