Grant Scheme for Manufacturing Enterprises Launched

Prishtina, 16 September 2025

At the Government building, the grant scheme for manufacturing enterprises was launched. This grant is supported by the Government of the Grand Duchy of Luxembourg through the Luxembourg Development Agency, LuxDev, with a total value of 1 million euros. All micro, small, and medium-sized manufacturing enterprises, as well as large ones that do not benefit from regulated electricity tariffs, are eligible to apply.

Present at the event were the Acting Prime Minister of the Republic of Kosovo, Albin Kurti, together with the Acting Minister of Economy, Artane Rizvanolli, the Acting Minister of Industry, Entrepreneurship and Trade, Rozeta Hajdari, and the Ambassador of Luxembourg to Kosovo, Eric Dietz.

“This support we are giving to enterprises is a continuation of four years of work for the development of businesses and our country’s economy,” said Prime Minister Kurti at the beginning of his address.

He added that the scheme being presented today reflects two of the government’s priorities: support for the private sector and increasing energy efficiency. “For the first, we are supporting local producers as a key pillar of economic development and employment, while at the same time, as the largest consumers of energy, they are the most affected by energy costs. Therefore, through this scheme, we are giving special support to enterprises that have entered the open electricity market. For the second, we are encouraging investments which, beyond the direct benefits to enterprises, will raise energy efficiency nationwide as a core part of our strategies for Industrial Development, Business Support, and Energy,” said the Prime Minister.

With these two priorities, the Government continues to implement measures through which enterprises may benefit up to €25,000 for solar systems to generate electricity or heat water, batteries for energy storage, building insulation, new efficient doors and windows, and other equipment that improve production efficiency.

In closing, the Prime Minister thanked the Government of the Grand Duchy of Luxembourg, the Ministry of Economy, the Ministry of Industry, Entrepreneurship and Trade, and the Kosovo Investment and Enterprise Support Agency (KIESA) for their excellent work in developing this scheme, the results of which will be enjoyed by the manufacturing sector in Kosovo.

The Acting Minister of Economy, Artane Rizvanolli, said that this initiative is also based on the two main pillars of the country’s energy strategy: investments in energy efficiency to reduce consumption, and investments in clean energy generation.

Meanwhile, Rozeta Hajdari, Acting Minister of Industry, Entrepreneurship and Trade, said that the focus of this scheme will be on the enterprises most affected by the open electricity market, whose projects aim to increase energy efficiency and the use of renewable energy within enterprises.
The Ambassador of Luxembourg to Kosovo, Eric Dietz, stated that this scheme marks a step towards Luxembourg’s long-term commitment to strengthening the private sector and supporting sustainable economic growth.

Full Speech of Prime Minister Kurti:

Honourable Acting Minister of Economy, Ms. Artane Rizvanolli,
Honourable Acting Minister of Industry, Entrepreneurship and Trade, Ms. Rozeta Hajdari,
Honourable Ambassador of Luxembourg to Kosovo, Mr. Eric Dietz,
Honourable representatives of the Luxembourg Development Agency, LuxDev,
Honourable representatives of the Economic Chambers,
Honourable representatives of manufacturing enterprises,

Today we are presenting the grant scheme for manufacturing enterprises, with the generous support of our partners: the Government of the Grand Duchy of Luxembourg, through the Luxembourg Development Agency, LuxDev, with a total value of 1 million euros. This support we are giving to enterprises is a continuation of four years of work for the development of enterprises and the economy of our country.

Many of you present here today, and hundreds of other producers, have already opened your doors to automated lines, to robots, and to new equipment thanks to €100 million in subsidized investment loans for 379 enterprises, and another €12 million for 440 businesses that expanded their capacities without risking their balance sheets. For this, we also made sure to use the support of our diaspora through the issuance of Treasury bills in the amount of €10.4 million, which made possible further investments for our local producers.

As a continuation of the investments we have made so far, the scheme we are presenting today reflects two of the government’s priorities:

  1. Support for the private sector, in particular for producers, and for increasing the competitiveness of local products, and
  2. Increasing energy efficiency, which is also closely tied to reducing production costs and boosting competitiveness in both the domestic and international markets.

For the first, we are supporting local producers as a key pillar of economic development and employment, and at the same time, as the largest consumers of energy, who, as a result, are the most affected by energy costs. Therefore, through this scheme we are giving special support to enterprises that have entered the open electricity market.
For the second, we are encouraging investments which, beyond the direct benefits to enterprises, will raise the country’s overall energy efficiency, serving as a backbone of our strategies for Industrial Development, Business Support, and Energy.

With these two priorities in mind, today we are implementing measures through which our enterprises may benefit up to €25,000 — for solar systems to generate electricity or to heat water, for batteries to store energy, for building insulation, new efficient doors and windows, and other equipment that increases production efficiency.

The immediate benefit of the grant, along with the long-term savings guaranteed by these systems and equipment, will undoubtedly play a role in increasing production at lower cost and in further developing our country’s economy.

I thank the Government of the Grand Duchy of Luxembourg for the excellent partnership and valuable support, which has resulted in this grant scheme supported through the Luxembourg Development Agency, LuxDev. I also thank the Ministry of Economy, the Ministry of Industry, Entrepreneurship and Trade, and the Kosovo Investment and Enterprise Support Agency (KIESA), for their excellent work in developing this scheme, the results of which will be enjoyed by the manufacturing sector of our country.

I wish you success, and thank you for your participation and attention!
