Skenderaj, May 21, 2025

Today, the acting Prime Minister of the Republic of Kosovo, Albin Kurti, together with the acting Minister of Education, Science, Technology and Innovation, Arbërie Nagavci, visited the Competence Center in Skenderaj, on the occasion of the practical exam being held for students in dual education, respectively in the masonry and similar worker profile.
He expressed his joy at being at the Competence Center, which is the basis for the development of the dual system in Kosovo, which connects vocational education with the labor market. Dual education in the masonry and similar worker profile has started in the 2022/23 school year. The curriculum has been drafted according to and by experts in the field. As the guide stipulates, the students have completed three years of education, during which 52% were apprenticeships in the respective enterprises, and are now undergoing theoretical and practical tests for certification.

“We have learned the dual system precisely from Germany and Switzerland from our diaspora, from our compatriots there, and we have said earlier that, if the most famous German word in the 20th century, in Kosovo was Gastarbeiter, now we are interested in the most famous word being, Ausbildung. So, Ausbildung becomes the most famous German word in Kosovo and to adopt the German model, so that we may have both products of the same quality as in Germany, and a workforce like that of Germany. And here we must thank “Besa” Foundation from Augsburg, Ilir Seferi, who has also made a contribution so that the dual system that he has practiced in Germany is built together with the state institutions and with this Competence Center in Skenderaj here in Kosovo,” the Prime Minister said during the visit.

Furthermore, he thanked the Ministry of Education, Science, Technology and Innovation and the partners from Germany for their dedication and contribution, noting that it is extremely important for our students who are working to be qualified.

The Prime Minister expressed his wishes for everything to go smoothly and successfully with the practical tests, so that these students may achieve the greatest possible success and be able to enter the labor market. He emphasized that the aim is for every diploma to correspond to a job position, and for every job position to require a relevant educational diploma.

Full speech by Prime Minister Kurti:

I am extremely happy to be among you today, in this Competence Center in Skenderaj, which is an extraordinary basis for the dual system in Kosovo, which connects vocational education with the labor market, to gain momentum and in this way theoretical knowledge, practical work, standards and certification, licensing and quality come together.

I thank you very much for all this commitment and contribution that you make and it is extremely important that our students who work are qualified and for this I also thank the Ministry of Education, Science, Technology and Innovation and our partners from Germany.

In fact, we have learned the dual system precisely from Germany and Switzerland from our diaspora, from our compatriots there and we have said earlier that, if the most famous German word in the 20th century, in Kosovo was Gastarbeiter, now we are interested in the most famous word being, Ausbildung. So, Ausbildung becomes the most famous German word in Kosovo and they take the German model, so that we may have both products of the same quality as in Germany, and a workforce like that of Germany. And here we must thank “Besa” Foundation from Augsburg, Ilir Seferi, who has also made a contribution so that the dual system that he has practiced in Germany can be built together with the state institutions and with this Competence Center in Skenderaj here in Kosovo.

It is very valuable that we started as early as 2022/2023, with a similar masonry and worker profile, then we also had the guide for students and it is interesting that the apprenticeship in the enterprise is 52% – so it is more than half – and now we have the theoretical assessment that started on May 16, a test that is compiled by the teachers of the theoretical part of the vocational subjects and is also checked by the evaluators of the members from the enterprises, who are: Avni Hetemi from “Syla Grup” and also Adonis Bujupi, from “Faton Kadrijaj BI”, who is with the students there in the workshop.
In the dual education in the masonry and similar worker profile, there are 18 students and it is important that everything goes well tomorrow and the day after tomorrow, so that the success of these students is as great as possible and we can include as many of them as possible throughout Kosovo in jobs with a diploma.

Every diploma should lead to a job, and every job should require an appropriate educational qualification.
Thank you very much to everyone!
