The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, accompanied by the Acting Minister of Economy, Artane Rizvanolli, the Acting Minister of Local Government Administration, Elbert Krasniqi, and the Mayor of Klina, Zenun Elezaj, visited three social housing buildings in the town of Klina, where significant investments are being made to improve energy efficiency and the living conditions of residents in these buildings.
These three social housing buildings, constructed two decades ago, are home to 220 residents, or 71 families. As part of the energy efficiency investment, the buildings are undergoing facade renovations, thermal insulation, replacement of doors, windows, and roofs, as well as installation of efficient air conditioning units in every apartment. The work is in its final phase. In addition to improving living conditions, these upgrades are expected to reduce electricity consumption by approximately 50% in one building, 63% in another, and 65% in the third. The total investment value for these three buildings is around 650,000 euros.
Prime Minister Kurti welcomed the cooperation between the Kosovo Energy Efficiency Fund, the Ministry of Economy, and the Municipality of Klina, and expressed appreciation to the European Union for its support to Kosovo in the field of energy efficiency.
Minister of Economy, Artane Rizvanolli, stated during the visit that the buildings seen today are three of 28 social housing facilities across Kosovo being renovated through similar measures. The residents of these buildings are primarily social assistance beneficiaries, including many single mothers, veterans, and individuals with disabilities—groups most in need of state support. She expressed satisfaction that through this program, support has reached a total of 758 families. This project is part of a broader package and multiple energy efficiency programs, which aim to reduce energy consumption—meaning less costly energy imports and improved quality of life for the residents of these buildings.
Meanwhile, the Mayor of Klina, Zenun Elezaj, thanked the Prime Minister and the Minister for their support, calling this a significant investment and an important project for the Municipality and its residents and especially for the direct beneficiaries of the energy efficiency measures.
These investments are implemented by the Kosovo Energy Efficiency Fund and are supported by the Government of the Republic of Kosovo, with 90% funded by a grant from the European Union and 10% co-funded by the municipalities.

We are here together with the Minister of Economy, Artane Rizvanolli, the Minister of Local Government Administration, Elbert Krasniqi, and our host, the Mayor of Klina, Zenun Elezaj, to observe the completion of energy efficiency works on three residential buildings that benefit a total of 71 families, including six led by women, and a total of 220 residents. The upgrades include facade improvements, thermal insulation, replacement of doors and windows, and especially roof replacement—so the apartments are cool in summer and warm in winter. Efficient air conditioners are being installed in every apartment. These buildings were constructed nearly two decades ago and house many vulnerable families.
I thank the Ministry of Economy, the Municipality of Klina for their 10% contribution, and especially the European Union for the support it has provided in improving energy efficiency. In these three buildings, the upgrades are expected to reduce electricity usage by around 50% in one, 63% in another, and 65% in the third.
The work is near completion, so it is good to see it at this final stage, because the next time we visit, it will be fully complete.
This is part of a larger package and program we are implementing across Kosovo’s municipalities—for both public and private buildings—to support citizens. On one hand, about 3,000 families have had their homes insulated; on the other hand, energy-efficient electrical appliances have been provided to a total of 40,000 families.
For these three buildings here in Klina, the total cost has been around 650,000 euros.
