The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, attended the farewell reception organized for the United Nations Resident Coordinator in Kosovo, Arnhild Spence.
In his remarks at the event, the Prime Minister said that Arnhild Spence assumed the role of Coordinator during a time of global turmoil, as the world faced numerous challenges—from Russia’s invasion of Ukraine to the impact on global living costs and energy crises. He noted that throughout this entire period, Kosovo was fortunate to have Arnhild as a close partner of the Government.
“Thanks in part to our excellent cooperation, the development of our country not only continued on the right trajectory but has also flourished despite these challenges. This remarkable progress continues to be confirmed by recent data, which show that in the first quarter of 2025, Kosovo’s economy grew at an annual rate of 3.6%,” said Prime Minister Kurti.
He went on to highly praise Coordinator Spence’s support, stating that she played a vital role in the Government’s cooperation with the UN team.
He also emphasized that, inspired by her dedication, the Government will continue advancing the Sustainable Development Goals and working toward a brighter and more hopeful future for generations to come.

Honorable guests, dear colleagues and friends,
It is a bittersweet moment as we gather to celebrate the work of our friend and partner, Ms. Arnhild Spence, the United Nations Development Coordinator — but also sadly to bid her farewell.
Arnhild took the helm of Development Coordinator at a time of global turmoil, with the world facing multiple challenges, from Russia’s illegal invasion of Ukraine to the global cost of living and energy crises.
Throughout this period, Kosova was fortunate to have Arnhild as a close partner of the Government. In part due to our excellent collaboration, our country’s development has not only remained on track, but has thrived in the face of these challenges. This remarkable progress continues to be confirmed in the latest data, which show that in the first quarter of 2025, Kosova’s economy grew at a 3.6% annualized rate.
But of course, social justice cannot be measured solely by numbers and statistics. With the help of Arnhild’s team and other partners, we have ensured that Kosova’s economic growth is distributed widely among all of our citizens, through initiatives on gender equality, worker’s rights, environmental protection, anti-discrimination, the expansion of opportunities for non-majority communities, and much more.
Arnhild, your journey here was of commitment and dedication. You’ve guided our partnership with care, reflecting your professional excellence but also your profound humanity.
Your personal support has played an essential role in the Government’s collaboration with the entire UN development team. During your tenure, the Government has strengthened legal mechanisms for structured and effective cooperation with UN agencies, deepening partnerships in strategically important areas for the well-being of our citizens.
Your Norwegian diplomacy mixed with Kosova’s generosity proved to be a great recipe. Arnhild, you’ve worked everywhere from the Democratic Republic of Congo to Pakistan, but we hope your stay in Kosova has finally taught you the true art of enjoying three coffees before noon.
On a more serious note, I hope that in your vast tapestry of global memories, our vibrant culture and renowned hospitality will hold a special place in your heart — just as you will always hold a cherished place in ours. Beyond a development partner, you’ve been a friend of Kosova, committed to seeing our country flourish.
With the United Nations Kosova Team, we will continue to build on the progress we’ve made together, working toward a more equitable and sustainable future in line with the 2030 Agenda.
