Speech of Prime Minister Kurti at the opening of the workshop organized by MESTI with education inspectors on the topic, “Good practices for effective inspection”

Prishtina, 6 October 2025

Honourable Acting Minister, Ms. Arbërie Nagavci,
Honourable Ms. Besa Bytyçi-Baraliu, Director General of the Education Inspectorate,
Honourable education inspectors,

It is a pleasure to be here today with you, with professionals who oversee the quality of our education, who safeguard standards and assist in further improvement. We are here together to assess our efforts to raise quality in education, and also to reaffirm that the education and upbringing of younger generations is our governmental and state priority.

We recall that for a long period of time, the Education Inspectorate functioned with only 25 inspectors. A number that did not correspond in any way to the number of educational institutions, kindergartens, and nurseries, and did not correspond to the importance and weight carried by this institution. Nevertheless, even when faced with this challenging reality, with dedication you upheld the functioning of one of the most important mechanisms of the education system. For this, I express to all of you, to each and every one, my appreciation and gratitude.

The efforts of our Government and of the Ministry of Education, Science, Technology and Innovation to strengthen the capacities of the Education Inspectorate have never ceased. As a result of this commitment, we have welcomed 22 new inspectors who will provide our education system with greater support and a stronger presence on the ground.
Over these years, we have invested continuously and strategically in the education sector: in the construction and renovation of schools and nurseries, in equipping them with modern infrastructure, and in the professional development of teachers. We have created better conditions so that schools can offer quality, advanced preparation, and well-being for every pupil.

All of these investments are also in support of your work as the Education Inspectorate. The stronger the foundation of the education system, the easier inspection work becomes and the fewer interventions will be necessary.

When standards are raised and conditions improve, control turns into partnership and supervision becomes a guarantee both for quality and for efficiency. When the foundation is strong, the building stands on its own.

Of course, the role of the Inspectorate is not to punish, but to guide, advise, and support educational institutions on the path of continuous and unceasing improvement. Your aim is not to create fear, but to ensure standards and encourage progress. You are collaborators of teachers and allies of school principals, fellow travelers on the journey towards quality and efficiency.

We know well that inspection is not an easy duty. It requires professionalism, integrity, and responsibility. But in this noble mission, you are not alone. The Government will continue to support you with quality training, with improved working conditions, and with the recognition you deserve. The education system and progress in education depend greatly on the institution you embody. Both the quality of learning and the efficiency of teaching depend considerably on your work and your dedication. Yet it goes even further: the curiosity for knowledge, the passion for sciences and the arts, their flourishing, also depend on your work, on our joint work.

Therefore, dear inspectors,

We know that your work is often silent, but its impact is felt in every classroom and in every school in the country. Generations to come will speak of your work. The Government is, and will remain, always by your side, walking together with you on this journey towards an education that is fairer, better, more qualitative, and more humane. Together we will continue working for stronger schools and for a brighter future for the children of the Republic of Kosovo.

Thank you very much for your valuable contribution, for your dedication to the younger generations, and for your trust in the noble mission of education.

Thank you all!
