The Government of the Republic of Kosovo convened on its regular 107th meeting

At its regular meeting, the Government of the Republic of Kosovo, led by Prime Minister Hashim Thaçi has approved draft laws, regulations, decisions and administrative instructions of the areas of its legal and constitutional responsibilities.

Draft law on Spatial Planning was the first document to be approved at the meeting of the Government. The draft defines the basic principles of spatial planning, conditions and manner of development and spatial regulation, types, flow and content of the plans, the administrative responsibilities of the central and local level for the development and implementation of spatial planning documents, administrative oversight for the implementation of this law, as well as activities undertaken in spatial planning and territorial regulation in the Republic of Kosovo.

Draft law on the Inspectorate of Environmental, Water, Spatial Planning and Construction was also approved by the cabinet. Approval of this draft law is done because during the inspection and  monitoring of the implementation of legislation of MESP, inspectors of MESP have found numerous problems and difficulties identified in central and local level. The main objectives of the draft law are: clearly defining responsibilities, duties and obligations for operators and inspectors at central and local level, while monitoring and supervising on-site inspection.

The Draft Law on Tourism , approved today at the meeting of the Government of Kosovo regulates tourism promotion, registration, security requirements, assessment system, voluntary registration system and the establishment of an institutional framework for tourism development.

This draft law foresees the full protection of the consumer, which is envisaged in the tourist package. With this draft la, the Tourist Agencies can ensure tourism packages in the form of an insurance policy, bank guarantee or by depositing money in a separate bank account. An important element of this draft law is that it contains provisions that are in full compliance with EU directives pertaining to the implementation of the draft law as well as secondary legislation.

The government cabinet also deliberated on the Draft Law on Amending the Law nr.03/L-064 on Official Holidays in the Republic of Kosovo. After discussion, it was concluded that the draft law needs additional consultations, which should take place during the week, and then the same would be approved by the Government.

The draft law for deploying Kosovo Security Force abroad, approved today by the cabinet, defines the competencies and responsibilities of the institutions in cases of deploying Security Forces abroad as well as the deployment procedures in support of peace operations, humanitarian operations, and training exercises abroad, the manner of withdrawal, replacement and means of funding.

Draft Law on Road Transport, which also received the approval of the cabinet, regulates the development of the sector of road transport of passengers and goods, open and non-discriminatory access to the market, providing services in the sector of road and transportation of passengers and goods as well as regulating the driving and resting regime.

The draft law also regulates the servicing conditions of road transportation of passengers and goods carried by road transport operators that are established in Kosovo and which carry out national or international transport, as well as the and non-resident transportation operators carrying out international transport destined to Kosovo or transiting through Kosovo.

The Government of Kosovo has approved the Regulation on the Procedure for the Care for Civil Servants. This Regulation lays down rules and procedures for taking care of civil servants who are terminated or transferred /reassigned to another position because of physical disability or health problems caused while on official duty.

Regulation on conditions of restricting the right to a strike in special services in the Civil Service was also approved at today’s meeting of the Government. The purpose of this regulation is to establish the conditions for limiting the right to a strike in special services in Kosovo Civil Service. In terms of this draft regulation, special services are considered the following:

1.    National security services;
2.    Water maintenance and supply services;
3.    Electric energy maintenance and supply services;
4.    Air traffic control services;
5.    Fire protection services;
6.    Services in prisons;
7.    Veterinary and sanitary services when various epidemics are concerned;
8.    Diplomatic services, and
9.    Telecommunication services

The Administrative Instruction on Waste Landfill Management has also been approved by the Government. This Administrative Instruction is aimed at protecting the environment and human health from the harmful impacts of pollution from waste landfill sites throughout the active phase and after the final close down of the landfill site.

The main objectives of the Draft Administrative Instruction are to define rights and obligations of natural and legal persons managing landfills as well as the licensing of landfills, waste acceptance procedures, control method of monitoring the activity, monitoring during the operational phase, final closing procedure and the maintenance following the final close down of the landfill site.

The annual report on the performance of central public enterprises for 2011 was approved by the cabinet, and it was submitted for approval to the Assembly. This report is compiled from data received by public enterprises, regulatory offices and external auditor’s reports in order to present a clear view of the performance and prospects in the sector of public enterprises. Improvement the system of corporate governance and transparency in public enterprises, increasing the quality of public services, improvement of public finance management and increasing the transparency of public enterprises in Kosovo are considered as important segments in providing quality services to all citizens in the country.

Strategy and Action Plan in improving the quality and safety of health services for the years 2012-2016. The drafting of this document is based on activities planned for the Action Plan for the Sectorial Health Strategy for years 2010-2014.

The action plan (AP) is an integral part of the strategy to improve the quality and safety of health services 2012-2016.

This document includes activities that are planned to be implemented during the period of 2012-2016 and will be revised annually by updating, supplementing and amending based on health system development.

The document will serve as a guide for the DCSLA as well as all other relevant institutions who with their activities contribute to the continuous improvement of quality and safety of health services in Kosovo.

Security Force Minister, Agim Çeku, speaking as the Chairperson of the Commission for the verification of status of veterans, KLA disabled and martyrs, informed the Cabinet on the work progress in the process of applications in recognizing the status of these categories.

Minister Infrastructure, Fehmi Mujota, introduced information for capital projects on road infrastructure that the Ministry has assigned as a priority during year 2013.

At the request of the Ministry of Foreign Affairs, the Government of Kosovo has adopted a decision according to which those who held senior state positions: former presidents, former Presidents of the Assembly, and former Prime Ministers, will be provided with diplomatic passports.
