The 230th Meeting of the Government of the Republic of Kosovo

The Government of the Republic of Kosovo has held its regular meeting during which it has:

– Given supportive opinion regarding the Legislative Initiative of the Assembly for the “Draft Law amending and supplementing Law No. 08/L-168 on the Special Prosecutor’s Office”.

– Approved the Draft Regulation for Regional Performance and Monitoring of Balanced Regional Socio-Economic Development. This Draft Regulation aims to define the areas, criteria, and indicators for assessing the performance of balanced regional socio-economic development and to offer recommendations for improving the regional development process.

– Approved the request for long-term lease of the properties requested by the Municipality of Shtime managed by the Forestry Agency of Kosovo for the implementation of several capital projects such as the construction of the new facility of the Municipality, the completion of the green market project, the construction of the new MFMC facility, recreational sports facilities, swimming pool, and cycling range.

– Approved the National Action Plan for the Transposition of the Services Directive in the Internal Market for the Period 2024 – 2026, according to the Law on Services.

– Amended and supplemented Government Decision No. 02/128 dated 16.02.2023 regarding the “Commission for the Acquisition of Additional Specific Working Conditions”. According to this amendment, Adrian Krasniqi replaces Drilon Osmani in the position of the chairman.

– Allocated 7,368,410.00 Euros for the implementation of measure 2.2 to Support businesses for access to finance under the Economic Recovery Package.

– Approved the request for further review of expropriation for public interest of immovable properties affected by the implementation of the project: “Expansion of National Road N25.

– Established the Committee for Experts. The Commission prepares the list of positions categorized as experts based on the Law on Salaries in the Public Sector.

– Established the Commission for the Evaluation of State Information and Communication Systems of Strategic Importance. This Commission also derives from the Law on Salaries in the Public Sector. It prepares the list of information and communication systems of state strategic importance, as well as the list of work positions related to the respective systems.

– Approved the 2025-2030 Health Sectoral Strategy. This Strategy will contribute to preserving, maintaining and improving the health of the population. This will be achieved by ensuring universal and equal access to quality and affordable healthcare services for all citizens of the country.

– Approved the Initiative for the conclusion of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor, and Transfers, and the European Union, represented by the European Commission, and the Central Bank of Kosovo as the Government’s agent for the Western Balkans Reform and Growth Mechanism. This agreement, among other things, aims to increase Kosovo’s regional economic integration and alignment with EU legislation.

– Approved the nine (9) month Financial Budget Report of the Republic of Kosovo for the year 2024. The report contains a summary of the main trends of revenues and budgetary expenditures during the nine-month period of 2024.

– Approved the Regulation on Rabate Rights. As a new instrument that was introduced with the new Cinematography Law, the rebate aims to attract investments in cinematographic and audio-visual productions in the Republic of Kosovo, the sum of 30% of which investment is returned to the investing company in the country. This is with the aim of creating new jobs, advancing the creative economy and raising artistic production in the country.

– Approved the Draft Law against Money Laundering. This draft law follows the European Union standards for successful combat against organized crime. Its approval enables the application of the Republic of Kosovo for membership in the Single European Payments Area (SEPA).

– Appointed the Admission Committee for the position of General Director of the Kosovo Statistics Agency (KAS), with the following composition:
i. Mr. Ismail Dibrani, Director of the Correctional Service of Kosovo, chairman;
ii. Mrs. Afërdita Beka Arifaj, Director of the Agency for Property Comparison and Verification, member;
iii. Mrs.Fahrije Tërnava, General Secretary of the Ministry of Internal Affairs;
iv. Mrs. Shqipe Makolli, Office for Human Resources KAS, member; and
v. Mr. Bedri Xhafa, external expert.

– Approved the three (3) year Plan for State Reserves.

– Approved the Annual Program for State Reserves of Goods 2024.
