Prishtina, 11 September 2024
The Government of the Republic of Kosovo held a regular meeting during which it:
1. Approved the Draft Law on the State Bureau for the Verification and Confiscation of Unjustifiable Assets.
2. Amended and supplemented the Government’s Legislative Program for 2024. In this context, the Draft Law on amending and supplementing the Law on Trade with Petroleum Products and Renewable Fuels has been added.
3. Approved the Draft Law on amending and supplementing the Law on Accounting, Financial Reporting, and Auditing. The amendment of this law is expected to increase the integrity of financial practices in Kosovo by aligning them with international standards and aims to ensure sustainable economic growth.
4. Approved the Regulation on the Rules of Composition of the Collegial Body in the Procedure for Reviewing Administrative Appeals against the Final Inspection Decision. It aims to define the rules for the composition, qualifications, and appointment procedures of members of the collegial body in the procedure for reviewing administrative appeals against the final inspection decision.
5. Established the Appeals Commission for persons denied the Personnel Security Certificate, with the following composition:
o Avdylkader Muçaj, representative of the Ministry of Defense;
o Captain Isa Gashi, Head of the Classified Information and Security Verification Sector, representative of the Kosovo Police;
o Jetish Maloku, representative of the Kosovo Prosecutorial Council;
o Tevide Limoni, Acting Director of the Office for Performance and Inspection within the Judicial Inspection Unit, representative of the Kosovo Judicial Council;
o A representative of the Kosovo Intelligence Agency.
6. Approved the National Program for Comprehensive Defense of the Republic of Kosovo, which aims to build national resilience in our country so that our society is prepared to resist, respond, and recover in the event of natural disasters or armed attacks. The system is fundamentally based on the voluntary support that citizens provide to the Kosovo Security Force, combined with other state bodies.
7. Appointed Mr. Bekim Hoxha as the Executive Director of the Food and Veterinary Agency.
8. Established an ad hoc Commission on Admission for positions of Senior Executive category: Executive Director of the Kosovo Forestry Agency, within the Ministry of Agriculture, Forestry and Rural Development.
9. Established an ad hoc Admission Commission for the position of Senior Executive Category: Executive Director at the Kosovo Business Registration Agency.
10. Reallocated budgetary funds in the amount of €168,962.00 for the implementation of capital projects in the municipality of Viti and the municipality of Novoberda (Artana).
11. Approved the Management Plan for the River Basins of Iber Lepenc and Morava e Binces. Through this decision, this Management Plan will be put up for public discussion, aiming to provide a comprehensive approach to water management, covering aspects such as quantity, quality, ecological status, pollution prevention, and economic aspects.
12. Approved the Concept Document for Free Legal Aid. It addresses equal access to free legal aid for all citizens, especially the most vulnerable, and protects the rights guaranteed by our Constitution, especially for those who financial means to hire a lawyer.
13. Approved the Concept Document on Governance and Management of Vocational Education and Training in the Republic of Kosovo. Through it, the aim is to draft a new law that facilitates procedures and enhances the accountability of institutions at all levels of Education and Professional Training.
14. Approved the Program for the Rationalization of Agencies. The Assembly has already approved two waves of rationalization, and today’s plan constitutes the third wave, in which the Ministry of Internal Affairs, line ministries, and various agencies will work. In addition to improving the administration, this rationalization is also our commitment to the European Union through the European Reform Agenda (ERA), the Growth Plan, and reforms in general in the field of public administration, which is one of the key pillars for EU integration.
15. Approved the decision to provide temporary and immediate custody for a group of 15 Afghan citizens and their family members endangered by the internal conflict in Afghanistan. The custody will be offered in accordance with applicable legislation and international standards, including their verification to preserve national security.
16. Appointed the ad hoc Commission for Professional Evaluation for Admission to the position of Senior Executive Category, Secretary General of the Ministry of Finance, Labor and Transfers.
17. Appointed the ad hoc Commission for Professional Evaluation for Admission to the position of Senior Executive Category, Director of the Central Procurement Agency within the Ministry of Finance, Labor and Transfers.
18. Appointed Mr. Gafurr Dugolli as the Secretary General of the Ministry of Defense.
19. Allocated 240 thousand EUR for the provision of school textbooks to Albanian students of primary schools in Presevo, Medvegje, and Bujanoc. This allocation is made based on the Memorandum signed between the Government of the Republic of Kosovo and the Albanian National Council.
