The Government of the Republic of Kosovo has held regular meetings in which there are:
– Approved the Draft Law on Accession to the Convention on the Recognition and Execution of Foreign Judgments in Civil or Commercial Matters. Through it, we aim to accede to this Convention and expand the network of international organizations and conventions in which it is a member and consolidate the legal-international subjectivity.
– Approved the Draft Law on Accession to the Convention on Taking Evidence Abroad in Civil or Commercial Matters. Accession to this Convention serves to facilitate the transmission and execution of Letters of Request; and to further adapt the various methods they use for this purpose, with the desire to improve mutual judicial cooperation in civil or commercial matters.
– Approved the Draft Law on Accession to the Convention on the Choice of Judicial Agreements. The accession of the Republic of Kosovo to this Convention guarantees security and effectiveness in the exclusive settlement of judicial agreements between parties in commercial transactions, as well as regulates the recognition and implementation of decisions resulting from procedures based on such agreements.
– Approved the Regulation for Education, Training and Recognition of Services and Experts in the field of nuclear radiation protection. It defines the conditions of procedures for the formation and improvement of professional capacities in the field of education, training and certification of services and experts engaged in radiation protection and nuclear safety. Through it, we will ensure high standards and effectiveness in risk management and radiation protection for this strategically important sector.
– Approved the Regulation for the Management of the Program for Balanced Regional Development which defines the conditions, criteria and procedures for the management of the financial resources of the program, including the financing formula, criteria, evaluation, management and monitoring of the implementation of the projects financed by the Program for Balanced Regional Development.
– Approved the Regulation for Experts, in accordance with the Law on Salaries in the Public Sector.
– Regulation on Procedures and Criteria for Evaluation and Recognition of the Status and Rights of Paraplegic and Tetraplegic Persons. This regulation aims to determine the criteria and procedures for the evaluation of Paraplegic and Tetraplegic persons, as well as the recognition of their rights in accordance with the Law.
– Approved the second list of expert positions from the second Report of the Commission for the Evaluation of Strategically Important State Information and Communication Systems.
– Completed and amended the final decision No. 05/188 of February 14, 2024. With the approval of this amendment, the Department of Expropriation will have the opportunity to make the payment for the expropriated properties, for the Project “Protection and Management of Cultural Heritage : Conservation and Investment in the Archaeological Site Municipiium Ulpiana – Justiniana Secunda”, which is also part of the cultural heritage under permanent protection.
– Completed and amended the final decision No. 35/178 of December 13, 2023. With the approval of this decision, the Expropriation Department is given the opportunity to make payments for expropriated properties. This decision is part of the Project “Protection and Management of Cultural Heritage, Conservation and Investment in the Archaeological Site of Dresnik”, which includes an area of cultural heritage under permanent protection, in the Cadastral Area of Dresnik, of the municipality of Klina. This development underlines the commitment of institutions for the preservation and promotion of cultural heritage.
– Requested by the President of the Republic of Kosovo to authorize the Minister of Justice to sign the Agreement for Mutual Legal Assistance in Criminal Matters between the Government of the Republic of Kosovo and the Republic of France.
– Requested by the President of the Republic of Kosovo to grant the Authorization to the Minister of Justice for the signing of the Extradition Agreement between the Government of the Republic of Kosovo and the Republic of France. The Republic of Kosovo has managed to advance its position in international relations and we are a state with high standards of democracy and a high level of the rule of law, so in this line, now the French Republic has agreed to further advance cooperation in the field of extraditions .
– Approved the request of the Ministry of Communities and Return for the transfer of budget funds in the amount of up to 800 thousand euros, up to 25% of the negatively affected allocation for 2024, related to the fulfillment of the obligations arising from the agreement with the International Organization for Migration ( IOM).
– Reallocated budget funds in the amount of 50 thousand euros from the capital project “Municipal program for the development of socio-economic infrastructure and inter-municipal cooperation”, to the new capital project, Asphalting of the “Pushka e Parë” and “Ali Gollaku” Streets in Municipality of Obiliq.
– The properties managed by the Forestry Agency of Kosovo for the needs of the Municipality of Dragash have been put into use.
– Appointed Jeton Qela, General Secretary in the Ministry of Local Government Administration.
– Completed and amended Government decision No. 10/68 of March 23, 2022, in order to enable the acceptance of the 21st Ukrainian journalist within the Journalists-in-Residence Kosovo program funded by the Government of the Republic of Kosovo.
– Approved the request of the Ministry of Industry, Enterprise and Trade for the transfer of budget funds in the amount of 1,999,000.00 for the support of Micro, Small and Medium Enterprises for the purchase of production and processing machines.
– Approved the Initiative for the conclusion of the Agreement for the “Energy Efficiency in Public Buildings in Prizren” project from the “Regional Energy Efficiency Program for the Western Balkans.” The Ministry of Finance, Labor and Transfers has brought for approval the initiative for the negotiation of the Grant Agreement between the Republic of Kosovo, the European Bank for Reconstruction and Development and the Municipality of Prizren for the project “Energy Efficiency in Public Buildings in Prizren”. The amount of the Grant is 270,000 euros, and will be used to carry out works for the reconstruction, rehabilitation or renovation of a number of public buildings
– Amended and supplemented Government decision No. 15/158 of November 29, 2013, based on Regulation 2018/1806 of the EU (“Visa Regulation”). The European Commission monitors the fulfillment and continuous respect of the specific criteria that derive from the agreement on free movement. As a result of this, the European Commission continuously prepares reports as part of the Visa Suspension Mechanism which aim to monitor the alignment of visa policies with the EU. With this amendment, the visa regime for citizens of the Republic of Botswana, the Republic of Namibia and the Republic of South Africa is established, while point 8 of the preliminary decision is amended as follows: Holders of travel documents issued by Taiwan are exempted from the condition for notified in advance to the Diplomatic and Consular Missions of the Republic of Kosovo.
– Approved the request of MAShTI for an internal transfer in the amount of 7,375,138.00 euros to subsidize the purchase of textbooks and teaching materials for the 2024/2025 school year.
– Allocated 12,328,684.00 euros, for the implementation of Measure 4.6 – Support of public enterprises, namely 4 million euros support for the Public Enterprise Trepça, Measure 4.1 – Support for Health, namely 1.7 million euros for the purchase of new equipment and the functionalization of the Polyclinic in Podujevë, and Measure 4.2 – Support for Education, of the Economic Revival Package, namely 6.5 million euros for subsidizing textbooks and school materials.
– Dismissed the Board of Directors and appointed the Temporary Board of Directors of the Regional Water Company “Hidrodrini” ShA Pejë (ME).
