The Government of the Republic of Kosovo has today held its 112th meeting in a row in which:
– The Draft Amendment of the Constitution of the Republic of Kosovo was approved according to which the United Nations Convention on the Rights of Persons with Disabilities is included in the Constitution of the Republic of Kosovo.
– The State Organizational Council was established to mark the 15th anniversary of the Independence of the Republic of Kosovo and the 25th anniversary of the Epos of Kosovo Liberation Army, with the following composition:
1. Mr. Besnik Bislimi, Office of the Prime Minister, Chairman;
2. Mrs. Saranda Bogujevci, Assembly of the Republic of Kosovo, deputy – chair;
3. Mr. Armend Mehaj, Ministry of Defense, member;
4. Mrs. Donika Gërvalla – Schwarz, Ministry of Foreign Affairs and Diaspora, member;
5. Hajrulla Çeku, Ministry of Culture, Youth and Sports, member;
6. Arbërie Nagavci, Ministry of Education, Science, Technology and Innovation, member;
7. Hekuran Murati, Ministry of Finance, Labor and Transfers, member;
8. Shkumbin Ahmetxhekaj, General Director of RTK, member;
9. Mr. Bashkim Jashari, Commander of the Kosovo Security Force, member;
11. Representative of the Office of the President of the Republic of Kosovo.
The Council will draft the State Program for the marking of two important dates in February and March 2023.
– Proceeded to the Assembly of the Republic of Kosovo Government Decision No. 13/50 of December 21, 2020 for granting the Strategic Investor Status to the investment entity “MOXICO LUMA KOSOVA MINING L.L.C”.
– Non-negotiated receipts for payment of membership in the International Development Association were approved. Thus, the Ministry of Finance, Labor and Transfers is granted the right to issue and sign non-negotiated receipts on behalf of the Government of the Republic of Kosovo for the commitment of payments in accordance with the obligations defined in the resolutions of the Board of Governors of the International Development Association.
– The transfer of budget funds was made from the Ministry of Health through the Budget Organizations where there were expenses from January to November 2022, to be replaced with funds from borrowing.
– The Government Decision No. 02/79 of 25.05.2022, was supplemented and amended enabling the unallocated and unspent funds to be returned to the Economic Recovery Program and Government Decision No. 16/67 dated 09.03.2022.
-The request for the allocation of budget funds for the execution of the points of Government Decision No. 31/99 of 30.09.2022. The approved decision approves the allocation of 5,800,000 (five million eight hundred thousand) euros for the implementation of the Government’s Decision on additional measures within the Economic Recovery Package.
– The request for the allocation of budget funds in the amount of five million four hundred thousand euros (€5,400,000) was approved for the implementation of measure 3.7 of the Economic Recovery Package – Support in overcoming the energy crisis of the Economic Recovery Package.
– The request of the Ministry of Finance, Labor and Transfers for savings and budget allocation in the amount of 36,415,451.00 euros was approved
– The National Coordinator of the Compact Development Team was authorized to conclude contracts according to the procurement rules of the Millennium Challenges on behalf of the Government of the Republic of Kosovo.
– The budget allocation request for subsidizing the completion of houses for non-majority communities, the construction of which had already begun through a 2019 project, was approved.
– 2,470,000 (two million four hundred and seventy thousand) euros were allocated for the purpose of purchasing the building of the Embassy of the Republic of Kosovo in the United Kingdom.
– The Final decision was approved for the expropriation for the public interest of social real estate “23 November Agricultural Cooperative” which are affected by the implementation of the Project: Extension and Rehabilitation of the existing Road in the village of Bajgore, Cadastral Areas: Selac and Bajgore, South Mitrovica Municipality.
– The Preliminary decision was approved for the expropriation for public interest of social immovable properties “Podujevo Agricultural Cooperative” which are necessary for the realization of Infrastructure Projects in the Municipality of Podujevo: Cadastral areas: Obrangje and Surkish, Municipality of Podujeva.
-As well as the decision on the declaration of special public interest of the immovable properties of the owners and interest holders which are necessary for the realization of “Infrastructural Projects for Public Interest”, Cadastral Area: Bistrica and Shala, Leposaviq Municipality and Upper Jasenovik Cadastral Zone, Zubin Potok Municipality.
-Fadile Dyla was appointed to the position of Secretary General of the Ministry of Education, Science, Technology and Innovation. The mandate in this position is four years.
– The initiative for the conclusion of the International Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Australia on the Readmission of Persons Staying Without Authorization was approved.
– The initiative for the negotiation of the International Agreement between the European Union and Kosovo, for Kosovo’s participation in the Union’s “Justice” program, was approved.
– The decision was approved to request the President of the Republic of Kosovo to grant authorization to the Minister of Finance, Labor and Transfers for the signing of the Financial Agreement between the Republic of Kosovo and the European Investment Bank for the “Rehabilitation of Railway Line 10 B” project. This agreement supplements the existing loan with the European Investment Bank and can be used for all phases of the project, depending on the need, for the renovation of the Railway Line.
– The initiative for the negotiation of the Grant Agreement between the Republic of Kosovo represented by the Ministry of Finance, Labor and Transfers and Termokos Sh. A. as well as Frankfurt Am Main (KfW) in connection with the Western Balkans Investment Framework Grant for the “Solar Central Heating Program” Project.
– The initiative of the Ministry of Finance for the negotiation of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Termokos Sh. A, and Frankfurt am Main (KfW) for the “Solar Central Heating Program” project. This agreement aims at the construction of a solar plant for central heating to provide additional thermal energy capacities for the central heating network in Pristina.
– The initiative for the negotiation of the Financing Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the European Bank for Reconstruction and Development for the “Solar Greenhouse of Pristina” project, was approved.
– The National Action Plan 2023-2025 for the Open Government Partnership, was approved. The commitments of the Action Plan are: Digital governance; Open data; Civic participation; and Against corruption. The Open Government Partnership, as a document, contains the government’s policies related to the improvement of public services, increasing the transparency, accountability and efficiency of the public administration.
– The State of Nature Report 2018-2021 was approved. The report will also serve to inform the public about the state of the environment and will identify the need for intervention in securing and protecting nature and the environment in our country. The report will be submitted for information to the Assembly of Kosovo.
– The Concept document for Rare Diseases was approved. The concept document recommends the institutionalization of health care for patients with rare diseases as well as the supplementation and amendment of the Health Law.
– The Government Cabinet was briefed on the implementation of the Action Plan for the implementation of the Agenda for European Reforms (PV ERA II) during the period July-September 2022.
– The Advisor to the Prime Minister on Community Affairs, Elizabeth Gowing, was appointed a member of the Commission for the verification of diplomas issued by the University of North Mitrovica.
– The Action Plan for Mitigating the Immediate Socio-Economic Impact of the Energy Crisis was approved. The Ministry of Economy, in cooperation with the Ministry of Finance, Labor and Transfers, the EU Office in Kosovo and the Kosovo Fund for Energy Efficiency, has drafted the action plan for the budget support package for the energy crisis within IPA 2023. The action plan envisages the implementation of measures with immediate and short-term effects through direct financial support for families in need and at a disadvantage for the winter period, the promotion of energy saving by family consumers, the support of families through the increase of energy efficiency in the unit of housing and buildings, as well as investments in efficient heating equipment and renewable energy systems for households and micro, small and medium enterprises.
– 2,826,464 euros were allocated for the compensation of damages from natural disasters which will benefit the farmers of 22 municipalities.
– The Draft Law on Prevention and Control of Infectious Diseases was approved, which offers the possibility of modernizing the system of efficient surveillance and control of infectious diseases.
