Government of Kosovo held its regular meeting

Government of the Republic of Kosovo, led by Prime Minister Isa Mustafa, held its 47th regular meeting.

In his opening remarks, Prime Minister Mustafa, assessed the importance of the beginning of the application of the fiscal package, which was adopted by the Assembly of the Republic of Kosovo
“I think this package is good for economic development, and also is in the benefit of the citizens of the Republic of Kosovo. From this fiscal package specifically the decrease of VAT from 16 to 8 percent benefiting all citizens or family baskets of citizens who have low income and middle income. They do not benefit those who have high incomes, because the structure of goods consumed is such that is intended to benefit those whose income is lower and medium, in order to protect the living standards of families and citizens. Also benefit businesses, because all businesses exempt from the import of machinery, equipment and raw materials which are not produced here for their development. A decrease of VAT is made and will widen the firms that will enter the VAT, including all those that have a larger circulation than 30 thousand Euros. Ministry of Finance and other Ministries will now work also to other laws, which will adopt the inclusion of VAT and taxes, especially drugs, and the removal of taxes on medicines for other countries, not only those that are within CEFTA. Regarding this, we will soon discuss in Government and will address to Parliament corresponding changes. Therefore, I wish that all these to have positive guidance because positively impacting the citizens of the Republic of Kosovo, “said Prime Minister Mustafa.

The point item adopted at the meeting was the Draft Law on Foreign Service of the Republic of Kosovo. This draft law regulates the operation of the Foreign Service of the Republic of Kosovo, which includes the Ministry of Foreign Affairs, Diplomatic Missions, Consular Posts and officials of the Foreign Service of the Republic of Kosovo and other issues related to the functioning and activities of Foreign Service of the Republic of Kosovo.

The Government has allocated funds for reconstruction of damages caused by bad weather on the Elementary and Secondary School “Nazmi Osmani”, in the village Elezaj of the Municipality of Kacanik.

Also, the Cabinet has approved the allocation of funds to repair the damage from rainfall and strong winds in one of the dormitories of the Student Centre in Pristina.

With the decision approved today by the Cabinet, were allocated funds for the compensation of the members of the Kosovo Council for Cultural Heritage, appointed by the Assembly.

Also, the Cabinet approved the allocation of funds to the Ministry of Trade and Industry for the purchase of mobile laboratory for analysis of oil and gasoline for market needs inspection.

In the meeting today, the Cabinet approved a decision to amend the Strategic Plan Documents for 2015.

Directors of the Board of Public Enterprise Transmission System Operator and Market Operator (KOSTT) are also appointed.

Government Cabinet approved two final decisions of expropriation of properties for public interest. Real estate social enterprise “Auto Moto Kosovo” and “INA Zagreb” expropriated for the purpose of constructing buildings for the needs of the Government, and properties affected by the construction of Highway R6 Pristina-Hani i Elezit, Section C1.

Government of the Republic of Kosovo has authorized the Ministry of Economic Development to initiate the proceedings of representation regarding the request for arbitration addressed to institutions of the Republic of Kosovo by “ACP Axos Capital ‘GmbH, on the issue of privatization of Post and Telecommunications Sh. A.
The Prime Minister has asked for professional representation of the Government of Kosovo.
“We have discussed during this period with the Deputy Prime Minister, Minister of Justice, Minister of Economic Development and other experts. We have received estimates that in this case a highly professional representation is required, in order to protect the interest of the Budget and the Republic of Kosovo. The proposal is “to authorize the Ministry of Economic Development to initiate the procedures for selecting representation regarding the request for arbitration to the institutions of the Republic of Kosovo by” ACP Axos Capital “GmbH, on the issue of privatization of Post and Telecommunications” to oblige the Ministry of Economic Development for the implementation of this decision in accordance with applicable law. A point to be added to this decision, that “the Ministry of Finance is obliged to provide the necessary tools for representation,” because we do not have these products, and to authorize the Ministry for this stage, by the end of this year, to provide the tools as needed. An evaluation is to be around 200 thousand euros to be provided at this stage. And also if there is a need, to be added to this decision the following point “the Ministry will be supported by the Ministry of Justice and the Office of the Prime Minister in all these procedures, ‘” stressed Prime Minister Isa Mustafa.

Minister of Finance informed the Cabinet to delay the payment of dividend from Telecom of Kosovo.

Prime Minister asked the Ministry of Finance, Ministry of Economic Development and Telecom of Kosovo to find ways to meet the obligations that have been taken.

Minister of Education, Science and Technology has informed the Government with the successful beginning of the new school year.
