Chaired by Prime Minister Isa Mustafa, the Government of the Republic of Kosovo held its regular meeting in which adopted draft laws, strategies and other decisions of the scope of its constitutional and legal responsibilities.
Draft Law amending and supplementing the Law on Management of Public Finance and Accountability, has been approved by the Cabinet in its meeting today. The draft law aims to harmonize the obligations arising from the agreement of the Government of the Republic of Kosovo to the International Monetary Fund and new fiscal rules.
The Draft Law for Driving License was approved by the Kosovo Government.
The draft on Regulated Professions in the Republic of Kosovo has also been adopted, which defines the criteria for participation in certain professions dealing with the protection of public interest, safety and health. The draft law regulates the protection and guarantee of standards so that their exercise be done only by qualified professionals.
Government of the Republic of Kosovo approved the Strategy for Public Administration Modernization and Action Plan 2015-2020 for the implementation of this strategy, which aims to be a platform for the development and implementation of government policies on economic development and the provision of public administrative services to citizens and businesses. Development of public administration and administrative capacity, are means by which depends on the ability of the state in the process of European integration. Government of the Republic of Kosovo will focus on capacity development, defragmentation and rationalization of processes and services that the administration offers to citizens, based on professionalism and not to politicize the civil service in the Republic of Kosovo.
Administrative Instruction for The goods Exempted from Custom Tax was approved at today’s meeting.
The government cabinet approved the decision on setting the tax rate of excise duty on petroleum gases and other hydrocarbons.
The decision on the accession of the Republic of Kosovo in international conventions was also adopted: Convention on the abolition of the requirement for legalization of foreign official documents and the Convention for the peaceful resolution of international disputes.
Government of the Republic of Kosovo decided to appoint a national coordinator against human trafficking.
In his opening remarks, Deputy Prime Minister Branimir Stojanovic congratulated all believers of Islam religion for the feast of Eid al-Adha.
Deputy Prime Minister and Minister of Foreign Affairs, Hashim Thaci, has informed the cabinet that has received a proposal from the Government of the United Arab Emirates for the organization of an economic forum in Kosovo, with the aim of bringing investors in Kosovo at the end of October, which was a requirement of the Government of Kosovo in March 2014. “Given the importance that the Government has given encouragement of foreign investment, even before and now, and reforms to improve the investment climate, this initiative comes in course of our goals to bring foreign investors in the Republic of Kosovo. Therefore, it would be important to look at all the relevant line ministries, to undertake all necessary preparations, especially for concrete projects in various sectors, with a view to opening new working places. Obviously that henceforth all the coordination and leadership of the process and the organization of the Economic Forum will be by the Office of the Prime Minister, but after the delayed response by Emirates, and the period is too short, we should also look the possibility to organize the Forum in late October, as proposed, or at an optimal term that we will propose , in order to prepare well, we as a government, but also potential investors who will be in Pristina “said Deputy Prime Minister Hashim Thaci.
Prime Minister Isa Mustafa has asked for a review of the decision on the level of pensions for veterans of the KLA, removing classification by age, and the unique setting of the level of pension in the amount of 170 euros for veterans. “I have talked with the Minister of Finance and Minister of Labour and Social Welfare, on the issue of the decision which we approved on Wednesday regarding the amount of compensation respectively pension for veterans. There was a remark, I think reasonable for the amount low of 130 euros that will be taken by those under 35 of age but it has emerged that the number of those in this age group is too small, and it is very symbolic to figure in the decision. I think that is the consent of the Ministry of Finance and Labour and Social Welfare to unify the amount and the amount of 170 euros to be for all users of this pension, “said Prime Minister Mustafa.
Minister of Labour and Social Welfare, Arban Abrashi, has announced that the Administrative Instruction on the application for veterans’ pensions was signed, by informing that from 1 October will start application for these pensions, and explained the procedures and documents required for application.
