A call for subsidies for efficient household heating equipment is open

Under the organization of the Ministry of Economy, the new call was launched today for the subsidy and support of family consumers for investing in efficient heating equipment, within the emergency package for energy, supported by the European Commission.

On this occasion, the Prime Minister of the Republic of Kosovo, Albin Kurti, who was present at the opening of the call, as he invited all citizens to apply for this opportunity, highlighted that in the 12 calls for efficiency so far, about 40 thousand families with about 40 million euros. As a result, the electricity bills of those who have so far benefited from these measures have been on average 19% lower.

The measures presented today aim to support close to 10,000 family consumers, in particular consumers in need, such as investing in the installation of efficient heating equipment, which include:

• Heat pump, for which the subsidy value for a device is 30% of the investment value, or up to €2,000.00.

• Efficient air conditioning/climate, for which the subsidy value for a device is 40% of the investment value or up to €400.00, while for self-supporting parents and for citizens who are supported by the social assistance scheme (category I & II) the value of the subsidy is 60% of the investment value or up to €550.00.

• Biomass boiler (wood, pellets, briquettes), for which the value of the subsidy is 70% of the investment value and up to €1200.00.

• Individual biomass stove, for which the subsidy value for one device is 70% of the investment value and up to €435.00, while for self-supporting parents and for citizens who are supported by the social assistance scheme (category I & II) the value of the subsidy is 90% of the investment value and up to €560.00

Note: Equipment purchased before the call announcement date will not be subsidized. Citizens who have been beneficiaries of the subsidy for the purchase of efficient heating equipment, of one of the public calls: public call No. 02/2022, dated 06.10.2022; public call No. 03/2022, dated 18.11.2022, or; public call No. 03/2023, dated 22.09.2023, do not have the right to apply for subsidies for efficient heating devices within the framework of public call No. 05/2024.

The application deadline is thirty (30) calendar days from the day the call opens, that is, until October 11, 2024, or until the budget allocated for this call is spent. Applications received will be reviewed on a first-come, first-served basis, so you are encouraged to apply as early as possible.

We are here with the Minister of Economy, Mrs. Artane Rizvanolli, to open the new call for subsidies for all the country’s families to purchase efficient heating equipment so that as the temperatures have started to drop, everyone has the opportunity and support to keep their homes warm.

I know that these subsidy calls have become frequent, today is the 13th in a row, but that does not make them any less important. On the contrary, we have already supported about 40 thousand families in our country with about 40 million euros, some of them to buy exactly these heating devices, some to buy electrical appliances such as washing machines and efficient refrigerators, some to insulate their houses and to change their doors and windows, and some to install solar systems for water heating and energy production.

For these families, this summer that we left behind was cooler and the winter ahead of us will be warmer. Their everyday life is easier and more comfortable. And at the same time, their electricity bills are lower on average by 19%.

We intend to offer such a thing to nearly 10,000 other families through this call which we are opening today.

In addition to the support for the families and businesses of our country, the increase in efficiency carries a great weight for saving the state budget. As an illustration, with the savings made by the 10,000 families who benefited from the first subsidy call, in our country during the winter season 2022-2023, 14 gigawatt hours less were spent, and as a result, we saved about 1.8 million euros of the state budget in the import of electricity. The number of beneficiary families has quadrupled in the meantime and the savings continue as these are remaining investments that increase comfort and reduce expenses year after year. And the savings that are increasing enable us to further increase investments in efficiency in every other sector.

Now I will also address our fellow Serbian citizens, who will also be able to apply, of course, not only them, but also Bosniaks and other national minorities, such as Turks, Roma, Ashkali, Egyptians, Gorans, and Montenegrins. Croatians who are also our fellow citizens.

I would like to take this opportunity to thank the European Union for the financial support of 75 million euros, for the measures that facilitate the confrontation with the energy crisis and which are implemented by the Ministry of Economy, the Kosovo Fund for Energy Efficiency, as well as the Ministry of Finance, Labor and Transfers. I also want to congratulate the staff of the Ministry of Economy who are here around us, some of them I see for a really excellent job with these measures and with this direct support of families.
