208th meeting of the Government of the Republic of Kosovo

The Government of the Republic of Kosovo held a regular meeting in which:
– Approved the draft law on Water Resources Management. With this draft law, the legal status of water, water land and water objects is regulated, as well as the rules for the management of the quality and quantity of water resources, for the use and distribution of water resources, for the protection of water resources, and for the protection from the harmful actions of waters.
– Approved the Draft Regulation for the Determination of Effective Procedures for the Identification, Reporting and Referral of Child Exploitation, Neglect and Abuse as well as for the Protection of Children in Street Situations. It deals with the procedure and responsibilities and the role of relevant institutions in combating and preventing negative phenomena that affect the well-being of children. The regulation is the sixth sub-legal act and with its approval the Ministry of Justice completes the entire infrastructure of the sub-legal acts deriving from the Child Protection Law.
– Completed and amended the earlier decision on the appointment of the Governing Board of the Clinical and University Hospital Service of Kosovo. According to this addition-change, Dr. Naim Bardiqi, from the Ministry of Health, is replaced by Dr. Besa Balidemaj, while Dr. Besim Demolli, Ferizaj General Hospital is replaced by Dr. Ismet Ramadanin from Gjilan General Hospital, based on rotation and fulfillment of quality indicators of health services.
– Approved the preliminary decision for expropriation for public interest of plots no. 1504-16 and 1504-17 and the object of the former social property “Palace of the Press”, for the needs of the Central Drug Store and accommodation for the administration of the Ministry of Health. With this decision, one of the first steps is being taken to build a modern warehouse for storing drugs according to standards after many decades.
– Adopted the Strategy of the Republic of Kosovo for Transitional Justice 2024-2034. Through it, a comprehensive framework will be established for addressing the painful past of the war in Kosovo. This document is based on the victim-centered approach, gender sensitivity and compliance with international norms and standards, among others. The strategy aims to address the terrible crimes committed by the former Yugoslavia and Serbia during the war in Kosovo, as well as the needs of the groups of victims of those crimes. This is the first time that our country is adopting such a document.
– Approved the 2024-2025 Action Plan of the Migration Strategy, with which the advancement of state policies and the clear definition of tasks and responsibilities, as well as measures of activities of institutions and responsible entities, in the field of migration management will be made.
– Approved the decision to request the President of the Republic of Kosovo to grant authorization to the Minister of Defense for the signing of the Status of Forces Agreement (SOFA) between the Republic of Kosovo and the Hashemite Kingdom of Jordan. This agreement regulates the entry, exit and temporary stay procedures of the forces of both countries based on the legislation of the two countries.
– Approved the decision to request the President of the Republic of Kosovo to grant authorization to the Minister of Finance, Labor and Transfers for signing the Agreement for Kosovo’s Participation in the Employment and Social Innovation Program of the European Social Fund Plus. This agreement regulates the conditions for the participation of Kosovo in the programs organized by the European Union.
– Approved the initiative for the application to change the status of the Republic of Kosovo in the International Organization of Francophonie (ONF), from associate member to full member. The request of the Republic of Kosovo to change its status in the ONF is based on its interest and political will to further develop cooperation with the ONF, and with other countries in the Francophone area, as well as it’s further and complete integration in the international arena. It has already been ten (10) years since Kosovo’s acceptance as an observer member of Francophonie (Dakar, 2014) and six (6) years since its advancement as an associate member (Erevan, 2018). The Republic of Kosovo has developed various activities and projects, proving that it is ready to further deepen the cooperation with the ONF.
– Approved the initiative for the conclusion of the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, Labor and Transfers and the International Development Association, for the Project “Trust Fund with a Single Donor for the Promotion and Promotion of Opportunities Program for Water Safety”. This project is about strengthening the national capacity for managing water security measures through catalytic investments.
– 142 thousand euros allocated for the Summit of the Western Balkans in Pristina organized by “The Economist”. This event contributes to increasing the international image of our country, highlighting our progress in various fields and creating new opportunities for international cooperation and investment.
– Approved the initiative for the conclusion of the International Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Italy for cooperation in the Security Field. With this agreement, we intend to increase the strengthening of cooperation between the two states, in preventing threats to public security and fighting all forms of crime, especially by exchanging information at the strategic and operational levels, and maintaining regular contact with the competent authorities.
– Approved the initiative for the conclusion of the International Agreement between the Government of the Republic of Kosovo and the Government of the Kingdom of Sweden for the International Road Transport of Passengers and Goods. This Agreement regulates the international road transport of passengers and goods between two countries, such as bilateral transport, transit and third countries. This type of cooperation is aimed at the advancement of economic relations, taking into account the protection of the environment, the rational use of energy, the increase of safety in road traffic, and the free movement of passengers and goods between the two countries.
– Approved the initiative for the conclusion of the International Agreement between the Government of the Republic of Kosovo and the Government of the Republic of Finland for the International Road Transport of Passengers and Goods. This agreement will enable the access of our resident operators, creating suitable conditions to enter the European market of international passenger and freight transport. It also contributes to the advancement of bilateral trade relations, with the aim of increasing the economic balance in the trade of goods between the two countries.
– Approved the Annual Plan of Official Statistics for 2025. The objectives included in the Annual Work Plan for 2025 originate from the five-year program of Official Statistics, the realization of which is based on the preliminary premise of the best use of human resources and financial by increasing organizational and production efficiency.
– Appointed Ilir Muçaj as a General Secretary in the Ministry of Foreign Affairs and Diaspora.
– Approved the decision on the implementation by the Republic of Kosovo of the decisions of the Council of the European Union on the imposition of restrictive measures against Iran.
– Completed Government decision No. 01/64, dated 25.02.2022 “On the implementation by the Republic of Kosovo of the decisions of the Council of the European Union and the United States of America, to impose sanctions on the Russian Federation and Belarus, in relation to the situation in Ukraine”.
– Approved the decision on the implementation by the Republic of Kosovo of the decisions of the Council of the European Union, on the imposition of restrictive measures related to serious violations and abuses of human rights in the Russian Federation.
– Established the Editorial Group composed of Mr. Bislim Elshani, author, and Mr. Gent Carrabregu, researcher, for handling the published works and unpublished manuscripts of prof. Ukshin Hoti.
– Three million euros allocated for the implementation of Measure 2.2 “Supporting Businesses for Access to Finance” of the Economic Revival Package. The purpose of this division is to create, in cooperation with the Kosovo Fund for Credit Guarantee, a new window that will enable the guarantee of business loans opened by our compatriots. This is with the aim of supporting compatriots who have businesses in the diaspora to return and invest in the country, and through this window to guarantee the loan taken to invest in the country.
– Three million euros allocated for the implementation of Measure 4.5 “Supporting Migrants” of the Economic Revival Package, which provides for the coverage of the Border Police for compatriots who come to the Republic of Kosovo and during the time they stay here. The aim is to conclude an agreement between the Central Bank, the Ministry of Finance, Labor and Transfers, the Ministry of Internal Affairs and the Kosovo Security Bureau to ensure the coverage of the Border Police, in order to enable the easiest crossing of the border points.
– Established the Industrial and Technological Park, with the name “General Park in the Municipality of Drenas. The General Park is of exceptional importance for the economic development of the country, has an area of ​​36.50 hectares, and provides for the placement of up to 50 businesses, mainly with manufacturing and processing activities.
