Prishtina, 27 October, 2023
The Government of Kosovo held its next meeting in which:
– Appointed Mr. Ismail Dibrani in the position of General Director in the Correctional Service of Kosovo within the Ministry of Justice.
– Established the Commission for Water Intended for Human Consumption, a professional and advisory body that proposes measures and instructions in order to ensure the health of water intended for human consumption in Kosovo, with the following composition:
1. Dr. Burbuqe Latifi, – representative of the Health Authority, chairperson of the Commission; IPH
2. Mr. Venhar Nushi – Secretariat of the Interministerial Council for Water, member;
3. Ms. Zoge Spahiu, – representative of the Regulatory Authority for Water Services, member;
4. Ms. Fatlije Buza – representative of the ministry responsible for water resources management, member
5. Mr. Zijadin Ismajli, – representative of the Kosovo Agency for Standardization, member;
6. Mr. Ibrahim Tershnjaku – representative of the Sanitary Inspectorate, member;
7. Mr. Naser Balaj – representative of the Agency for Radiation Protection and Nuclear Safety, member;
8. Mr. Adem Ahmetaj, – representative of the ministry responsible for economic development, member;
9. Mr. Avdulla Derguti – representative of the association of companies that provide public water services, member
– Allocated 206,274.43 euros in order to strengthen the laboratory-microbiological capacities in the IKShPK in Prishtina and the six Regional Public Health Centers in Mitrovica, Pejë, Gjakovë, Prizren, Gjilan and Ferizaj.
– 2.5 million euros allocated for the implementation of measure 2.1- Subsidizing Investment Loans of the Economic Revival Package.
– Approved the increase in the spending limit for the 2023 Budget, upon receiving funds from the World Bank.
– Completed and amended the decision of the Government of the Republic of Kosovo No. 16/20 dated 24.03.2015, supplemented and amended by Decision No. 04/21 of 01.04.2015, in order to address the review of excise tax rates for tobacco products and substitutes in Kosovo.
– 9 million euros allocated to the municipalities that were affected by the floods of September 2022 and January 2023, according to the evaluation of the report of the Commission for Floods. The financial resources allocated according to this decision serve to provide assistance for the recovery of family economies affected by the natural disaster.
– Allocate budget funds to cover the lack of funds in the “Salaries and Allowances” expenditure category for the months of October and November 2023.
– Completed and changed the composition of the members of the Kosovo Council for Financial Reporting, as follows:
1.1 Genc Rraci – leader;
1.5 Antigona Prenaj-Bekaj – member.
The rest of the members of the Kosovo Council for Financial Reporting, approved by Decision No. 14/47 of the Government of the Republic of Kosovo dated 10.12.2021, remains unchanged.
– Approved the nine-month Budget Report for 2023, which contains a summary of the main trends of budget revenues and expenditures.
– Approved the Report on the State of the Environment in Kosovo for the year 2022, which will be processed in the Assembly of the Republic of Kosovo. The report contains data on the state of the environment and changes in the environment compared to the previous report, the use of natural resources, environmental impacts on the health of the population, the state of endangered environments, the implementation of the environmental strategy and action plan, the measures taken for the protection of the environment, the development of environmental institutions, as well as the financing of the system for the protection of the environment. The main purpose of this report is to inform decision-making institutions about the state of the environment in Kosovo.
– Approved the Concept-document for the Field of Environmental Protection. This concept document envisages the drafting and approval of the new law on environmental protection, which aims to review the existing national environmental policy, increase the level of implementation of the basic principles of the European Union (EU), to increase public awareness of environmental protection and therefore the improvement of environmental and health conditions.
– Changed and completed the composition of the Commission for the verification of diplomas issued by the University of North Mitrovica for the purpose of employment in the institutions of the Republic of Kosovo as follows: Elizabeth Katherine Growing, Foreign Advisor to the Prime Minister for Community Affairs, chairperson; Arben Shamolli, MEST, member; and Mimoza Jashari, MEST, member.
– Approved the Regulation for recruitment and admission procedures in the Civil Service, which will determine the admission procedures according to the Law on Public Officials for all categories of civil servants.
