Prishtina, 23 August, 2023
The Government of the Republic of Kosovo has held its next meeting, in which there are:
1. Approved in principle the decision on the participation certificates of the Republic of Kosovo in the Development Bank of the Council of Europe and the payment of the capital.
2. Allocate 160,000.00 (one hundred and sixty thousand) euros for the implementation of measure 1.3 – Supporting the employment of women and Measure 5 – Investment in Infrastructure and environment of the Economic Revival Package.
3. Approved the decision to reallocate 2,000,000.00 euros to the Ministry of Environment, Spatial Planning and Infrastructure (MMPHI), in order to support municipalities in improving local road infrastructure, for 29 capital projects, in 17 municipalities of the Republic of Kosovo, namely Deçan, Gjilan, Mamushë, Drenas, Kamenica, Vushtrri, Skenderaj, Shtime, Podujevë, Istog, Prizren, Ferizaj, Gjakovë, Junik, Lipjan, Hanit të Elezit, Novobërdë.
4. Further reviewed the request for the announcement of the protected water area for strategic purposes of public interest for the construction of the dam according to the “Hydrosystem Iber-Lepenc Phase I” project. With this, we are taking the first step towards the implementation of the Firaja Dam construction project according to the “Iber-Lepenc Hydro System Phase I” project. This step will help preserve water resources, and at the same time strengthen our efforts to respond to the environmental and climate challenges in Kosovo.
5. Proposed two (2) members of the Authority of the Competition Commission of the Assembly of the Republic of Kosovo, Mr. Florent Mehmeti and Mrs. Salihe Gashi – Loku.
6. Approved the Concept Document for the Code of Civil Procedure, which aims to codify the legislation for the definition of civil procedural rules, improve the existing norms as well as update them and harmonize them with the best international standards in the field of civil procedure.
7. Approved the Concept Document for the Administrative and Labor Court, which aims to establish the new Administrative Court and special divisions for labor disputes from the private sector within the general departments of the courts.
8. Approved the Concept Document for the Regulation of the Field of Employment. The two pillars of the Government’s program are justice and employment. In line with this second, the Ministry of Finance, Labor and Transfers has brought for approval this concept document that identifies the main problems in the field of employment, as well as the steps to address the identified problems.
9. Approved the decision through which point 1 of Government Decision No. 28/99 dated September 30, 2022 for the Census of Population, Family Economies and Housing, through which the deadline of the Census of Population, Family Economies and Housing is postponed from November 1 to December 15, 2023. For a process of this size, help was welcome. With the support of UNOPS, we will take the first steps to ensure the procurement of equipment necessary for the process. But, respecting the Constitution and the Law on International Agreements, we could not treat such cooperation differently except as an international agreement, in contrast to past practices which in 2011, precisely for the purpose of the population census, cooperation with an international organization to which they transferred millions of euros for procurement purposes, they did it with a simple memorandum of understanding. Such a way of cooperation violates the citizenship of Kosovo.
Such a thing was not done with our Government. Also seeing the handling of international agreements in the Assembly recently, and to speed up the process, the procurement, or a part of it, has been left under the management of the central procurement authority, this body which successfully completed the given obligation. Although the preparations were made despite the resistance produced even within the Central Registration Commission by the Association of Municipalities of Kosovo, the process cannot be started before November 1, 2023, i.e. two months later, due to the impossibility of the Kosovo Statistics Agency to plan the last details with the delays caused.
10. Approved the Draft Law on the Accession of the Republic of Kosovo to the Convention on Temporary Import. Kosovo’s accession to this convention will provide facilities to businesses, associations and institutions.
11. Approved the decision to terminate the premature mandate of Mr. Bujar Ejupi in the position of General Director of the Civil Aviation Authority of the Republic of Kosovo.
Also, in this meeting, the Government Cabinet was informed about the implementation of the National Program for European Integration for the period January – June 2023.
