Prime Minister Kurti Meets with Hekuran Nikçi, Chair of the Board of Directors of the Kosovo Privatization Agency

Prishtina, 13 October 2026

Today, the Prime Minister of the Republic of Kosovo, Albin Kurti, met with Hekuran Nikçi, Chair of the Board of Directors of the Kosovo Privatization Agency (KPA) to discuss the administration and protection of socially owned enterprise assets, unresolved property issues, and the steps needed to conclude the Agency’s mandate.

Particular attention was paid to the properties of Kosovo’s socially owned enterprises located in Serbia, as well as the need to identify, document and protect property rights over these assets. In this context, they also discussed the incomplete implementation of the Cadastral Agreement, reached in Brussels on 2 September 2011, under which Serbia had undertaken to hand over cadastral records taken from Kosovo. Despite the agreement and financial support from the European Union, including a project worth approximately €2 million to support its implementation, Serbia has yet to fully fulfil its commitments. This continues to complicate the resolution of property issues and the provision of legal certainty regarding property rights.

The meeting also addressed the need for the necessary legal and institutional changes to enable the conclusion of the KPA’s mandate and the transfer of the relevant assets to the Sovereign Fund of the Republic of Kosovo. It was emphasised that this process aims to ensure better management of public assets and put them to use for the country’s economic development.

In this regard, they also discussed the Law on the Sovereign Fund, adopted by the Assembly of the Republic of Kosovo in December 2023, which has remained pending a decision by the Constitutional Court for nearly three years. The absence of a final decision has prevented the law from entering into force and, consequently, the implementation of the planned reform to transform the management and development of state assets.

Prime Minister Kurti emphasised the importance of continued institutional efforts to protect the assets of the Republic of Kosovo, resolve outstanding property issues, and advance reforms that ensure the responsible and transparent management of these assets in the public interest.
