Last night, the Government of the Republic of Kosovo held an electronic meeting, at which it:
• Approved the Draft Law on the State Bureau for the Verification and Confiscation of Unjustified Assets, which aims to establish and organize the State Bureau for the Verification of Unjustified Assets, define its competencies, and establish the procedures for verifying and confiscating unjustified assets.
• Approved the Draft Law on the Recruitment, Performance Evaluation, Integrity Checks and Status of Judges and Prosecutors, which establishes the rules governing recruitment, performance evaluation, integrity checks and the status of judges and prosecutors, as well as other related matters in the Republic of Kosovo.
• Approved the Draft Law on the Disciplinary Liability of Judges and Prosecutors, which aims to regulate the system of disciplinary liability of judges and prosecutors in the Republic of Kosovo by establishing the principles, procedures, competent bodies and disciplinary measures applicable in cases of specified breaches of their duties as judges or prosecutors.
• Approved the Draft Law on Amending and Supplementing Law No. 06/L-055 on the Kosovo Judicial Council.
• Approved the Draft Law on Amending and Supplementing Law No. 06/L-056 on the Kosovo Prosecutorial Council, as amended and supplemented by Law No. 08/L-249.
• Approved the Draft Law on the Academy of Justice, which aims to ensure the continuous, high-quality, professional development of judges, prosecutors and other professionals associated with the justice system, in a standardized manner.
• Approved the Draft Law on Energy, which establishes the general principles and rules governing activities in the energy sector in the Republic of Kosovo, with the aim of ensuring a secure, sustainable and high-quality energy supply; enabling active participation in regional and pan-European energy markets; and creating the conditions for an open, transparent and competitive market that offers affordable, market-based energy prices, protects and empowers consumers, including vulnerable consumers, promotes the integration of energy from renewable sources, and improves and protects the environment and climate.
• Approved the Draft Law on Electricity, which aims to establish the rules and measures governing the electricity sector in order to ensure a secure, sustainable and high-quality electricity supply at affordable and transparent prices for end consumers, while also addressing the country’s climate targets.
• Approved the Draft Law on Ratifying the Loan Agreement between the Republic of Kosovo and the French Development Agency for the 21st Mediterranean Games Project in Kosovo.
• Approved the Draft Law on Innovation and Entrepreneurship, which aims to establish the principles, rules, organizational arrangements and institutional mechanisms for supporting, promoting and encouraging innovative and entrepreneurial activities, with a view to accelerating sustainable economic, social and environmental development in the Republic of Kosovo.
• Approved the Draft Law on Late Payments in Commercial Transactions. The purpose of this Draft Law is to prevent late payments in commercial transactions and establish rules governing payment deadlines and the calculation of late-payment interest in cases involving the supply of goods and services between commercial companies, as well as between commercial companies and public authorities, in order to ensure the proper functioning of the market and promote the competitiveness of commercial companies.
• Approved the decision to propose candidates to the Assembly of the Republic of Kosovo for the position of Chairperson of the Board of the Energy Regulatory Office.
• Approved the decision to propose candidates to the Assembly of the Republic of Kosovo for the two (2) positions of members of the Board of the Energy Regulatory Office.
• Approved the decision to lease part of a land parcel measuring 6,078.21 m² in the cadastral zone of Semajë, Municipality of Kaçanik, at the request of the Ministry of Agriculture, Forestry and Rural Development, until 23 December 2026, for the extraction and use of limestone.
• Approved the decision to lease parts of land parcels in the cadastral zones of Vasilevë and Korroticë e Epërme, Municipality of Drenas, covering a total area of 24,923 m², at the request of the Ministry of Agriculture, Forestry and Rural Development, until 10 September 2029, for the extraction and processing of limestone and the installation of machinery.
• Approved the decision to lease part of a land parcel measuring 47,231 m² in the cadastral zone of Rahovec, Municipality of Rahovec, at the request of the Ministry of Agriculture, Forestry and Rural Development, until 19 May 2039, for the extraction of limestone.
• Approved the decision to lease part of a land parcel measuring 24,997 m² in the cadastral zone of Samadrexhë, Municipality of Suhareka, at the request of the Ministry of Agriculture, Forestry and Rural Development, until 9 January 2031, for the extraction and processing of limestone.
• Approved the decision to lease part of a land parcel measuring 7,289 m² in the cadastral zone of Samadrexhë, Municipality of Suhareka, at the request of the Ministry of Agriculture, Forestry and Rural Development, until 10 February 2029, for the installation of machinery for separating limestone.
• Approved the decision to lease part of a land parcel measuring 49,999 m² in the cadastral zone of Zatriq, Municipality of Rahovec, at the request of the Ministry of Agriculture, Forestry and Rural Development, until 23 October 2040, for the extraction and use of decorative stone.
• Approved the decision to lease parts of land parcels in the cadastral zone of Raçak, Municipality of Shtime, covering a total area of 19,998 m², at the request of the Ministry of Agriculture, Forestry and Rural Development, until 26 August 2028, for the installation of machinery for separating and storing solid material.
• Approved the decision to lease parts of land parcels in the cadastral zone of Raçak, Municipality of Shtime, covering a total area of 3,348 m², at the request of the Ministry of Agriculture, Forestry and Rural Development, until 26 September 2027, for stone separation.
• Approved the decision to lease parts of land parcels in the cadastral zone of Strazhë, Municipality of Kaçanik, covering a total area of 29,287 m², at the request of the Ministry of Agriculture, Forestry and Rural Development, until 30 April 2028, for the extraction and use of limestone.
• Approved the Government’s Medium-Term Priorities Statement 2027–2029, which establishes the policy framework for the preparation of the Medium-Term Expenditure Framework and the annual budget drafted by the Ministry of Finance.
• Approved the decision to amend and supplement the decision of the Government of the Republic of Kosovo of 19 March 2026, extending the mandate of the Commission for the Verification of Diplomas Issued by the University of North Mitrovica by an additional three months.
• Approved the decision on the list of potential members of the Recruitment Committee for the lower and middle-level management categories.
• Approved the decision to suspend a senior management-level civil servant from employment.
