Dear Deputy Prime Minister, Ministers and Deputy Ministers,
Dear members of the government cabinet and members of the media,
Dear citizens,
On 7 June, for the third time in less than 16 months, we held elections for the Assembly of the Republic of Kosovo. The first elections, held on 9 February 2025, were regular, following the completion of the full four-year mandate. Meanwhile, the two subsequent electoral processes, both early elections, held in December and, in particular, in June, were avoidable and unnecessary.
The setting of the date for the constitutive session of the eleventh legislature of the Assembly of the Republic of Kosovo by the Acting President, Ms. Albulena Haxhiu, is welcome. Political parties, each according to the share granted to it by the people, once again face the responsibility of fulfilling the tasks necessary for the establishment of the new institutions, including the election of the President.
We have at most two weeks until the beginning of the session for the constitution of the Assembly, before proceeding to the election of the new Government and subsequently that of the President of the Republic. As we know, a simple majority is required for the legislature and the executive. Meanwhile, for the President, at least in the first two rounds, due to a Constitutional Court judgment issued 15 years ago, the presence of two-thirds of the deputies is required; therefore, the responsibility for electing the President goes beyond a single political party.
In this spirit, exactly two weeks ago, on 10 July, I held consultative meetings with the leaders of the Democratic Party of Kosovo and the Democratic League of Kosovo. We once again express our regret that the Alliance did not accept the invitation. As time passes, political actions and the state interest must be given priority.

The organized and politically motivated withdrawal of members of the Serbian community from the institutions of the Republic of Kosovo at the end of 2022 marked the starting point of a series of acts of sabotage against the state.
Ever since then, we have said and called on all Serbs serving in the institutions: Do not leave them, do not resign, do not go! But we have not told them, nor do we have the right to tell them, to return! We had the political right to tell them, do not leave! But we do not have the constitutional or legal right to tell them, return. Their departure was a political and individual act, albeit an organized one, but their return is a legal and constitutional matter. There can be no return that overrides the Constitution and the law, particularly when the withdrawal itself was an act of sabotage against legality and constitutionality.
In line with constitutional and legal principles, these resignations were addressed some time ago by the Kosovo Police and, days ago, by the Prosecutorial Council. Meanwhile, today, as we expected the Kosovo Judicial Council to act in the same manner, we learned that the meeting failed to take place due to a lack of quorum. We expect this matter to be resolved accordingly at the next meeting.

In recent days, we have been seeing and hearing bad news about the frequent fatal accidents on our roads. I urge you to exercise caution and respect traffic rules! I also call on the Kosovo Police to step up its efforts to prevent violations of traffic rules that could lead to road accidents.
