The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, participated in the inauguration ceremony marking the commencement of construction works for the 105-megawatt photovoltaic solar park in the village of Kramovik, in the Municipality of Rahovec.
Describing the Ministry of Economy’s auction as an established and proven model that will continue, Prime Minister Kurti emphasized that the price of €48.88 per megawatt-hour was determined through strong competition among five bidders.
“The capacity demonstrates the scale of the project and its importance for our energy system. The selection process and the competitive price demonstrate the transformation our government has brought to major energy projects: full transparency, where everyone has access to all documentation, investors are equally informed, and all participants compete under equal and clear conditions,” said the Prime Minister.
The Prime Minister stressed that, beyond increasing domestic generation capacities, this project also carries special significance for relations with the diaspora, since the leading company of the winning consortium, Orllati Group, was developed in Switzerland.
Speaking about the importance of investments in renewable energy sources, the Prime Minister underlined that the next auction, for up to 100 megawatts of wind energy, is in the final stage before the submission of bids. He added that three bidders have been pre-qualified: one from France, one from Germany and Kosovo jointly, and one from Turkey. In this context, he mentioned the 70-megawatt Zatriq Wind Park, which is nearing completion, as well as the tendering of a 100-megawatt solar park by KEK, supported by the German Development Bank (KfW).
“Security of supply is being strengthened through increased domestic production, modernization of existing coal-fired capacities, cogeneration for district heating, new solar and wind capacities, a stronger grid, batteries, energy efficiency, and an integrated market with Albania and Europe. Looking ahead, we aim to use coal responsibly, with particular emphasis on its gasification, and we are exploring possibilities for utilizing liquefied natural gas from the United States of America through cooperation with Albania at the Vlora Thermal Power Plant,” the Prime Minister stressed.

Good afternoon and welcome to Kramovik of Rahovec, where construction works for the solar park have already begun following the competitive auction conducted by the Ministry of Economy.
The park will have a grid connection capacity of 105 megawatts.
The energy price of €48.88 per megawatt-hour was determined through strong competition among five bidders.

This model has now been established, proven, and will continue. Our next auction for up to 100 megawatts of wind energy is already in its final phase before bid submission. We have three pre-qualified bidders from France, from Germany and Kosovo jointly, and from Turkey, all possessing the necessary expertise and experience to succeed.
From where we stand today, we can see on the horizon the turbines of the 70-megawatt Zatriq Wind Park, which is close to completion. Meanwhile, KEK, with the support of the German Development Bank (KfW), has tendered its own solar park with a capacity of at least 100 megawatts.
Renewable energy sources are becoming increasingly important in the energy landscape because, in addition to being clean, technologies have become ever more cost-competitive in recent years. Moreover, sources such as solar and wind are inexhaustible resources with no fuel costs and contribute to reducing the need for imports.
To integrate and optimize the use of these resources, we are investing in battery systems with support from the Millennium Challenge Corporation (MCC) through a $202 million grant. We are grateful that the Administration of President Trump decided last year to continue Kosovo’s Compact Program, a decision after which work has continued intensively. During August, we expect bids from qualified American companies for the construction of battery systems with a capacity of 170 megawatts for two hours, amounting to a total of 340 megawatt-hours, the construction of which will begin next year.
At a time of geopolitical turbulence and major price fluctuations in international markets, energy security is both economic security and national security.
Therefore, every megawatt-hour produced from our own resources reduces our exposure to external crises and increases support for our growing economy.

Beyond increasing domestic production, this project also carries special significance for our relationship with the diaspora. The leading company of the consortium, Orllati Group, was developed in Switzerland, where it gained experience, capital, and work standards that it is now bringing to Kosovo through long-term investment.
For decades, our diaspora has stood by Kosovo during its most difficult moments. Today, we are witnessing an increasing number of entrepreneurs from the diaspora returning with investments, production, technology, and jobs. This represents a new and highly important phase of their contribution.
I thank the Government of the United States for its support in preparing and designing the first solar auction. Their expertise helped ensure that the process was conducted according to international best practices and created confidence among investors.
