Acting Prime Minister Kurti inaugurated energy efficiency investments in three multi-apartment social housing buildings in Prizren

Prizren, 13 May 2026

The Acting Prime Minister of the Republic of Kosovo, Albin Kurti, together with the Acting Minister of Economy, Artane Rizvanolli, inaugurated energy efficiency investments in three multi-apartment social housing buildings in Prizren.

While speaking about the Government’s clear orientation to remain as close as possible to those most in need, Acting Prime Minister Kurti emphasized that this is a meaningful investment through which, alongside the improvement of housing spaces and living conditions, the quality of life and the sense of security, care, and equality are also enhanced.

“The investment we are seeing today is positive in many spheres. It is social policy, because it lowers utility bills. It is economic policy, because it saves energy. It is also environmental policy, because it reduces pollution. And it is a policy of justice, because it invests in those who have often been last in line,” he said.

Acting Prime Minister Kurti stated that the total value of the investment is nearly 460 thousand euros, while thanking the European Union, the Ministry of Economy, the Kosovo Energy Efficiency Fund, and the Municipality of Prizren for the design, financing, implementation, and cooperation.

Full speech of Acting Prime Minister Kurti:

Honourable Minister, Ms. Artane Rizvanolli,
Honourable Mr. Hubert Perr, Head of Cooperation at the European Union Office in Kosovo,
Honourable Director of the Kosovo Energy Efficiency Fund, Ms. Njomza Hoxha,
Honourable representatives of the Municipality of Prizren,
Dear residents,

Over these five years, the Government of the Republic has had a clear orientation: the state must remain as close as possible to those who are most in need. Close to children, close to new mothers, pensioners, close to families with lower incomes, close to citizens whose daily lives are more difficult than those of others.

That is why we have built policies that support them. Child allowances, support for new mothers, pension increases, support for families, and investments in schools, social housing, and public buildings are all part of the same conviction — that development must be visible in the everyday life of the citizen.

The investment we are inaugurating today in Prizren is another good example of this same approach.

Today we are inaugurating three multi-apartment social housing buildings where 51 families live, and in 42 of them the households are headed by women. This makes the investment even more meaningful, because when social housing improves, family life improves as well; housing conditions improve, the sense of security increases, as do care and equality.

The total value of this investment for these three buildings is nearly 460 thousand euros. Of this amount, around 90 percent has been covered by a grant secured by the European Union, while 10 percent has been covered by the Municipality of Prizren. This is a good formula for public work: a government that leads, a fund that implements, a municipality that cooperates, and partners who support — while the citizens benefit.

In total, these three buildings comprise 4,855 square meters of living space, within which there are now families living better, children growing up in better conditions, parents feeling more secure, and residents seeing that public institutions are not distant from them. Because for us it is important that our public investments be beneficial in the lives of citizens. It is not enough to say that the state invests; it must also be seen where it invests, for whom it invests, and what change that investment brings to people’s living conditions and experiences.

The investment we are seeing today is positive in many spheres. It is social policy, because it lowers utility bills. It is economic policy, because it saves energy. It is also environmental policy, because it reduces pollution. And it is a policy of justice, because it invests in those who have often been last in line.

I thank the Ministry of Economy, the European Union, the Kosovo Energy Efficiency Fund, and the Municipality of Prizren, all of them respectively, for the design, financing, implementation, and cooperation.

Congratulations and best wishes to all the residents of these new multi-apartment social housing buildings.
