Prishtina, 3 April 2026
The Government of the Republic of Kosovo held its regular meeting today, in which it:
- Approved the Draft Law on Citizenship of Kosovo. The purpose of this law is to define the procedures for the acquisition, registration, reacquisition, loss, and revocation of the citizenship of the Republic of Kosovo, as well as to regulate other matters related to citizenship of the Republic of Kosovo.
- Approved the Draft Law on Explosives, which defines the conditions and criteria for the production, sale, trade, transport, storage, use, disposal, research, testing, and conformity assessment of explosives, as well as the retail sale of pyrotechnic articles, with the aim of protecting the life, health, and safety of people, animals, plants, the environment, and property, as well as other matters relevant to the conduct of these activities.
- Approved the Draft Law on Mandatory Health Insurance, which regulates the system of compulsory health insurance, including its principles, functions, rights and responsibilities of the parties involved, insured persons, contribution modalities, the package of benefits covered, contractual relations with healthcare institutions and pharmacies, and the provision, use, and payment of healthcare services and dispensed products. This law establishes the Mandatory Health Insurance Fund of the Republic of Kosovo and regulates its functioning and financing.
- Approved the Draft Law on the State Matura Examination, which defines the status of the State Matura Examination within the education system of the Republic of Kosovo, its content, the manner of organizing the State Matura Examination, the rights of candidates, and the responsible structures and their competencies for organizing this examination.
- Approved the Draft Law on Temporary Measures for Essential Products in Special Cases of Market Destabilization, aimed at regulating protective measures to ensure the supply of essential products for consumers during special cases of market destabilization, as well as their implementation. This law establishes the Independent Board for Temporary Price Regulation Measures, which reports to the Assembly of the Republic of Kosovo for the exercise of its mandate in specific circumstances of market destabilization.
- Approved the Draft Law on Amendments and Supplements to the Law on Accounting, Financial Reporting and Auditing.
- Approved the Draft Law on Payment Services, aimed at creating a more integrated payments market, increasing the security of payment services, protecting users, and defining requirements related to registration, capital, engagement of agents, and outsourcing of services for payment institutions.
- Approved the Draft Law on the XXI Mediterranean Games Prishtina 2030, which defines the rules, procedures, duties, and responsibilities of state institutions and other entities related to the organization and functioning of the XXI edition of the Mediterranean Games.
- Approved the decision to appoint the Board of Directors of the Public Enterprise, Regional Water Company “Hidrodrini” J.S.C., Peja, with the following composition:
◦ Qendresa Kukaj-Prelvukaj, Chairperson;
◦ Naim Neziri, Member;
◦ Mjellma Vokshi, Member;
◦ Ismet Fekaj, Member. - Approved the decision to appoint the Commission for reviewing and deciding on the formalization of the factual situation and discrepancies with the Immovable Property Rights Register.
- Approved the initiative to conclude a Financial and Military Cooperation Agreement between the Government of the Republic of Kosovo, represented by the Ministry of Defence, and the Government of the Republic of Türkiye, represented by its Ministry of Defence.
- Approved the decision to allocate financial resources for the Presheva Valley.
- Approved the Open Government Action Plan 2026–2028, which includes five priority commitments aimed at advancing transparency, accountability, access to public documents, and citizen participation, in line with the principles of the Open Government Partnership.
- Informed the Government Cabinet about the Report on the Functioning of Municipalities for 2025.
- Approved the request of the Central Election Commission for the allocation of budgetary funds in the amount of €2,255,845.00 (two million two hundred fifty-five thousand eight hundred forty-five euros) to cover outstanding obligations arising from the organization of the early elections for the Assembly of the Republic of Kosovo, held on 28 December 2025.
