2nd Meeting of the Government

Prishtina, 20 February 2026

The Government of the Republic of Kosovo held its 2nd meeting today, at which it:

  • Established the State Council for the Commemoration of the 28th Anniversary of the Epic of the Kosovo Liberation Army, with the following composition:
  • Mr. Ejup Maqedonci, Minister of Defence, Chair;
  • Mr. Andin Hoti, Minister for Labour, Family and the Values of the Liberation War, Co-Chair;
  • Mr. Sami Lushtaku, Mayor of Skenderaj, Member;
  • Ms. Saranda Bugujevci, Minister of Culture and Tourism, Member;
  • Mr. Elbert Krasniqi, Minister of Local Government Administration, Member;
  • Mr. Bashkim Jashari, Commander of the Kosovo Security Force, Member;
  • Mr. Gazmend Hoxha, Director General of the Kosovo Police, Member; and
  • A representative from the War Veterans’ Organizations of the Kosovo Liberation Army, Member.
  • Extended an invitation for one representative each from: the Office of the President, the Assembly of Kosovo, the Office of the Prime Minister, and the Association of Kosovo Municipalities.
  • Approved the Regulation on the Administrative Areas and Responsibilities of Ministries, which defines in detail the areas of responsibility of each ministry, including competencies for drafting and implementing public policies, preparing legislation, and ensuring inter-institutional coordination.
  • Approved the Legislative Program for 2026–2028.
  • Approved the Ex-Post Evaluation Program of Legal Acts.
  • Approved the Draft Law on the Ratification of the Agreement on Access to Higher Education and Admission to Studies in the Western Balkans. Through this agreement, access and admission of students to public higher education institutions will be facilitated by removing administrative barriers and aligning academic standards among the six Western Balkan countries.
  • Approved the Draft Law on the Ratification of Amendment No. 2 to the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2017 Programme, first part. This amendment aims to extend the implementation deadline for EU-funded projects to ensure that the planned investments are fully implemented and deliver the expected results for our citizens.
  • Approved the Draft Law on the Ratification of Amendment No. 3 to the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2018 Programme.
  • Approved the Regulation on the Procedure for Administrative Review of Municipal Acts. The purpose of this regulation is to clearly and uniformly define procedures for the mandatory and regular review of legality, as well as the assessment of the appropriateness of acts adopted by the Municipal Assembly and the Mayor.
  • Established the Local Public Enterprise “Fushë-Kosova” J.S.C. for public services.
  • Established the Local Public Enterprise “Eko-Drenasi” J.S.C., which will provide maintenance of public spaces and buildings, as well as other important services.
  • Amended and supplemented Government Decision No. 01/64, dated 25 February 2022, “On the implementation by the Republic of Kosovo of the decisions of the Council of the European Union and the United States of America on the imposition of sanctions against the Russian Federation and Belarus in relation to the situation in Ukraine.” On 23 October 2025, the Council of the European Union adopted the 19th package of sanctions against the Russian Federation and Belarus, expanding individual listings and strengthening restrictive economic measures focusing on key sectors supporting the aggression against Ukraine. The Republic of Kosovo has adopted the previous 18 EU sanctions packages, with the most recent approved by the Government on 19 September 2025. The Inter-Institutional Group on International Sanctions reviewed the content of the 19th package and provided its consent for approval by the Government.
  • Established the Office for Strategic Expertise, Implementation and Oversight.
