The 280th Meeting of the Government

The Acting Government of the Republic of Kosovo held its regular meeting today, at which it:

  • Approved the decision confirming the obligation to implement CEFTA decisions and its protocols. Under the leadership of the Ministry of Industry, Entrepreneurship and Trade—specifically Kosovo’s chairmanship of CEFTA since April 2025—a total of 11 decisions have been adopted. Through today’s decision, we confirm the obligation of our institutions to fully implement these decisions by undertaking the necessary legal and administrative steps. The obligations undertaken within CEFTA now ensure simpler trade and faster services, digital reliability, equal access and fair competition, and benefits for consumers;
  • Approved the preliminary decision on expropriation to establish the right of servitude in the public interest for immovable properties affected by the implementation of the project “110 kW Overhead Power Line, Zatriq Wind Park.” This project represents an intervention of particular importance for the development of the country’s sustainable energy infrastructure, guaranteeing secure and long-term electricity supply from renewable sources;
  • Approved the preliminary decision on expropriation in the public interest of former socially owned immovable properties of the Socially Owned Enterprise Furniture Industry “Përparimi,” as well as private properties, for the needs of state institutions of the Republic of Kosovo;
  • Approved the preliminary decision on expropriation in the public interest of immovable properties affected by the implementation of the project “Construction of the Vitia Connection to the ‘Arbër Xhaferi’ Motorway, Prishtina–Hani i Elezit.” The implementation of this project is of particular importance, as it enables the development of a key connecting junction on the Pristina–Hani i Elezit “Arbër Xhaferi” Motorway, improving the connectivity of the Municipality of Vitia with the main national road network;
  • Approved the decision for further review of the request for public interest regarding immovable properties affected by the implementation of the project “Construction of the Transit Road in Klina, from N9 to R-104, Klina–Gurakoc.” The importance of this decision lies in creating conditions for improving the area’s main road infrastructure, facilitating citizens’ movement and the transport of goods, improving traffic safety and efficiency, and contributing to the economic and social development of the Municipality of Klina and the surrounding region;
  • Approved the decision for further review of the request for public interest regarding immovable properties affected by the implementation of the project “Expansion of National Road M25 Pristina–Podujeva.” This road represents one of the main connecting axes between the Capital City and the Podujeva region, as well as an important corridor for daily movement of citizens and the transport of goods and services;
  • Approved the third work report of the Commission for the Evaluation of State Information and Communication Systems of Strategic Importance;
  • Amended and supplemented Government Decision No. 05/220, dated 11 September 2024, on the establishment of the Appeals Commission for persons who have been denied a Personnel Security Certificate;
  • Extended the mandate of the Commission for the verification of diplomas issued by the University of North Mitrovica until 20 March 2026. In order to enable citizens from non-majority communities studying at the University of North Mitrovica to access the labour market and opportunities within the state administration, the Government established the Commission for Diploma Verification;
  • Approved the request of the Ministry of Finance, Labour and Transfers regarding savings and budget reallocations for the 2025 budget. The amount of savings is €2,019,785.00, while reallocations amount to €2,019,785.00 for two categories: €1.28 million for the Economic Revival Programme and €735,000 for the renovation of the Central Medicines Warehouse within the Ministry of Health;
  • Allocated €2,297,290 for the implementation of Measures 3.6, 4.5 and 3.8 of the Economic Revival Package:
    o €110,000 for the implementation of Measure 3.6;
    o €537,290 for the implementation of Measure 4.5;
    o €1,650,000 for the implementation of Measure 3.8, namely the Student Mobility Scholarship Programme;
  • Amended and supplemented Government Decision No. 09/270, dated 7 October 2025;
  • Amended and supplemented Government Decision No. 15/158, dated 29 November 2013. On this occasion, Annex 1 is amended and supplemented with regard to the visa regime for citizens of the Republic of Fiji, for whom a visa regime for entry into the Republic of Kosovo is introduced. The regulation that granted visa-free movement clearly emphasizes that, in order to ensure orderly migration management and to guarantee a secure environment, the Republic of Kosovo should aim for further harmonization of its visa policy with that of the European Union;
  • Established the Professional Commission for the selection of the artist/group of artists for the construction of the Memorial to the Jashari Family and the KLA Epic in the Municipality of Hora e Arbëreshëve in Italy. This project will be a donation of the Government to the Arbëresh community in Italy, as a sign of gratitude for preserving Albanian tradition and culture, as well as for the contribution that the Arbëresh of Italy made to Kosovo during the 1998–1999 war;
  • Allocated €50,000 for the medical treatment of Mr Hafiz Gagica, who made an extraordinary contribution during the 1990s to the political organization of the Albanian diaspora and to the support of the independent institutions of the Republic of Kosovo. Mr Gagica suffers from a serious illness that requires continuous medical treatment and special care.
