Prime Minister Kurti’s Address at the 277th Meeting of the Government

Honourable journalists, media workers, and staff of the Office of the Prime Minister,
Dear citizens,

Welcome to this regular meeting of the Government of the Republic of Kosovo.

Among today’s agenda items, we have one of particular importance: the request for the expropriation of the former socially-owned immovable properties of KBI “Ereniku” for the construction of the Defence Industrial Zone in Jahoc, Gjakova. By approving this request, we are paving the way on the ground for the construction of the Ammunition Factory—the first of its kind in the independent Republic—which will serve our army, enhance our security, and further strengthen our defence capacities. What makes this decision even more special is the fact that we are approving it precisely on Force Day.

The construction of this factory, for which we already have a signed contract with the Turkish manufacturer MKE, will be completed within the next year. The first ammunition produced in this factory will be released at the end of 2026. In addition to the ammunition factory, this industrial zone will also serve other investors with whom we are in contact and who will produce various types of military products, including military and civilian drones, “Made in Kosovo”.

During this governing mandate, we have quadrupled the defence budget and doubled the number of soldiers. We have equipped our army with new and more modern weapons and ammunition systems from NATO member states; over 430 million euros in arms procurement have been recorded during this first mandate. In our next mandate, we will invest over 1 billion euros in defence.

By strengthening our army, we ensure the Republic. By advancing the Kosovo Security Force, we reinforce our partnership with our allies. Congratulations to all on Force Day!

Dear citizens, honorable colleagues,

Since August, we have made a temporary arrangement by granting an overdraft to Radio Television of Kosovo, hoping that after the constitution of the Assembly and the establishment of parliamentary committees, an appropriate solution—responsibility of all parliamentary political parties—would be reached.

We did not have the necessary votes, as the other parties categorically refused salaries for RTK. As Minister Hekuran Murati announced in his press conference on Monday, we have reviewed several possible options to resolve this situation. In this meeting, the necessary funds are being allocated from the savings category. Thus, today’s solution—or more accurately, this current method—is merely a forced improvisation, following our continued efforts in the Assembly of Kosovo to approve the budget for Radio Television of Kosovo there.

We also have good news for our national football team, for the boys of whom we are proud in every match. For their historic achievement in this 2026 World Cup qualification campaign—advancing to the play-off stage—the government will award a bonus of 250,000 euros.

We enter the next phase with full confidence. We express our belief in them through the commitments we are making today:

First: in the event of a victory against Slovakia, we commit to awarding a bonus of 500,000 euros;
Second: in the event of qualification to the World Cup, we commit to an additional 1 million euros in bonuses.

And from this meeting, we will also have good news for the futsal club Prishtina 01, which is making history in international competitions, and for the students who will represent us at the NEO Science and Coding Olympiad in Orlando, United States of America.
