London, 22 October 2025

Shortly before the opening of the Berlin Process Summit taking place in London, the Acting Prime Minister of the Republic of Kosovo, Albin Kurti, was welcomed in a meeting by the UK Secretary of State for Foreign, Commonwealth and Development Affairs, Yvette Cooper.

Expressing his appreciation for the UK’s role and contribution to Kosovo’s liberation, state-building, and development, Prime Minister Kurti conveyed his deep gratitude to the United Kingdom as a friendly and partner country.

During the meeting, they discussed the main themes of the Summit — security, growth, and migration — as essential areas for both the Western Balkans and the United Kingdom. They also exchanged views on ways to deepen cooperation and support in the fields of energy, infrastructure (including transport), and education.

“The security of Kosovo is the security of its borders. Our partnership with the United Kingdom is crucial to protecting ourselves from Russia’s hybrid warfare and its influence in the Western Balkans, including disinformation and illicit finances,” said the Prime Minister.
In the field of defense, Prime Minister Kurti emphasized that Kosovo is investing in innovation, education, and partnerships, while underlining the importance of continued cooperation with the United Kingdom. He also highlighted Kosovo’s investment potential and the opportunities for joint strategic projects with Britain.

The Prime Minister stated that Kosovo is now the most democratic country and the fastest-growing economy in the region. According to Gallup, Kosovo ranks third in the world and first in Europe for the rule of law, while in Transparency International’s index, it has improved by 31 places. Average economic growth over the past four years has been 6%, never below 4%, with exports and foreign investments having doubled.

Kosovo’s priority, he said, is membership in NATO and the European Union. Prime Minister Kurti stressed that through partnership with the United Kingdom, Kosovo can advance toward integration into the North Atlantic Alliance while also working to secure new recognitions.

He recalled that the perpetrators of the paramilitary and terrorist attack in Banjska remain at large and protected in Serbia, despite the fact that the attack’s organizer, terrorist Milan Radoičić, has publicly admitted responsibility. Allowing them to remain free, he said, poses an ongoing threat to Kosovo’s security.

During the discussion, the Prime Minister underlined the importance of upholding human rights in the region and ensuring equal treatment of minorities. He noted that significant discrepancies still exist among the countries of the region, whereas Kosovo remains an example — with strong legal guarantees and advanced protection of minority rights.

Regarding migration, Prime Minister Kurti stated that Kosovo is not a source of migration, but that it stands ready to assist a friendly and partner country like the United Kingdom in managing migration flows. He added that the two countries are working together to strengthen border security and combat organized crime.
