The acting Government of the Republic of Kosovo held a meeting today in which it:
· Determined the average salary for the purpose of compensating for maternity leave by the Government of the Republic of Kosovo. The Kosovo Agency of Statistics, this week, published the average salary level for 2024, which has marked a significant increase in recent years, reaching 639 euros. From June, employed mothers will benefit from the support foreseen under the Labor Law for three (3) months from the Government in the amount of 319.5 euros – which is 50% of the average reference salary. Compared to the current level of 223 euros, the new support represents an increase of 43.3%.
· Allocated budgetary funds for the implementation of Article 33, paragraph 2. of Law No. 08/ L-332 on Budget Allocations for the Budget of the Republic of Kosovo for 2025. As approved in the Budget Law, the salaries of public officials this year increase twice by 55 euros, to complete the increase of 110 euros for all. The first increase has already started to be implemented since January of this year. The second increase will start to be implemented from July.
· Allocated budget funds for the implementation of Measure 3.5, payment of unemployed mothers of the Economic Revival Package. With this decision, from June the monthly value of maternity leave allowances increases from 170 euros to 325.9 euros – the same as the net value of the new minimum wage.
· Approved the regulation for Mandatory Training and Testing, as well as Certification of Inspectors of the Republic of Kosovo. This regulation applies to all inspectors employed in the state administration and at the municipal level throughout the Republic of Kosovo, except for inspectors of inspection bodies excluded from the scope of the relevant law on inspections.
· Approved the regulation on the Procedure for Admission to the Civil Service. This regulation aims to regulate in a detailed and unified manner all stages of the recruitment process, including the announcement of competitions, the composition and functioning of the commissions, as well as the procedures and methods of evaluating candidates.
· Approved the Preliminary Decision for the expropriation in the public interest of the immovable properties of the owners and holders of interest, which are affected by the implementation of the project: “Construction of the Outer Ring Road of the City of Gjilan and the Connection of the National Road N25.2 and N25.3 to the R7.1 Highway”.
· Approved the Preliminary Decision for the expropriation in the public interest of the former social immovable properties “Mekanizmi” managed and administered by the KPA, the expropriation of which is necessary for the implementation of the project: “Construction of affordable and social housing for the Municipality of Podujevo”.
· Amended and supplemented the Government Decision No. 12/253, dated March 21, 2025, on the appointment of the Ad hoc Commission for Professional Assessment for Admission to the Senior Management Category Position: Secretary General in the Ministry of Environment, Spatial Planning and Infrastructure. With this decision, the chairman of this commission, Naim Bardiqi, Secretary General of the Ministry of Health, is replaced by Besim Kamberaj, Secretary General of the Ministry of Regional Development, and Lendita Osaj, Head of the Human Resources Division at the Ministry of Environment, Spatial Planning and Infrastructure, is replaced by Have Krashniqi, Head of the Human Resources Division at the Ministry of Environment, Spatial Planning and Infrastructure.
· Approved the decision to draft the Spatial Plan for the “Adem Jashari” Memorial Complex in Prekaz. The “Adem Jashari” Memorial Complex in Prekaz represents one of the most delicate and important processes for our Republic. The Master Plan, which is currently being drafted by a studio of international professionals in cooperation with local ones, aims to transform the Complex into one of the most important centers of memory in the world. In addition to conservation, restoration and interpretation projects, the drafting of Spatial Planning documents is also foreseen, which will enable the development of a coherent and multidisciplinary concept for the spatial and urban organization of the Complex.
· Appointed the Ad-hoc Commission for Professional Assessment for Admission to the Senior Management Category Position: Executive Director at the Kosovo Business Registration Agency, according to the following composition:
o Anita Kalanderi, Secretary General of the Ministry of Justice – chairperson;
o Naim Gashi, Director of the Kosovo Accreditation Agency – member;
o Fahrije Ternava, Secretary General of the Ministry of Internal Affairs – member;
o Arta Bajraktaraj, Acting Head of the Human Resources Unit – member;
o Ylber Elshani, external expert – member.
