Property Rights Coordinator

1. The Property Rights Coordinator has the defined duties and responsibilities (Government Decision No. 11/78, 12.06.2012) as follows:

1.1. Advises the Prime Minister of the Republic of Kosovo in the field of property rights;

1.2. Will be acquainted with the activities of all public institutions that have the opportunity to influence property rights in Kosovo;

1.3. Coordinates the drafting of policies on property issues and activities in property rights reforms;

1.4. Coordinates the review of legislation by all relevant Ministries and Agencies which influences or creates property rights in Kosovo to determine which legislation provides adequate protection for property rights, including the rights of displaced persons and vulnerable groups as provided from the best international standards;

1.5. Initiates debates and enables discussions with and between the branch of executive power in Kosovo, the branch of legislative power in Kosovo, civil society and international and Kosovar non-governmental actors, who are interested in the protection of property rights to identify concerns that have deal with the lack of protection of property rights in Kosovo, as well as prepare a report on the results of work in this regard;

1.6. Coordinates the formulation of policies based on the results of this assessment and public discussion, through which property rights should be protected, in particular the rights of displaced persons and vulnerable groups in Kosovo;

1.7. Provides policy advice to the Prime Minister of Kosovo based on the results of these consultation processes that enable the Government of Kosovo to propose measures that will protect property rights in Kosovo;

1.8. Based on the policies set by the Prime Minister of Kosovo and in full consultation with the relevant Ministries and Agencies, will prepare a strategy and action plan for the protection of property rights, in particular the rights of displaced persons and vulnerable groups in Kosovo. , which would also mean a comprehensive reporting and oversight mechanism that will ensure and demonstrate the achievement of the goals identified in the strategy and action plan;

1.9. Coordinates the activities that take place in the Ministries and Agencies in the implementation of the Government’s strategy and action plan for the protection of property rights, in order for the Government’s priorities to be reflected and represented in the annual operational documents of these institutions, arranges regular review of these activities to ensure that the legislative framework for the protection of property rights is effective, and if this is not the case, then it will propose appropriate reforms after appropriate consultation with all stakeholders;

1.10. Coordinates the activities of the Ministry and the Agency in the implementation of the Government strategy and action plan for the protection of agricultural land and forests. Arranges review of these activities to ensure that the legislative framework for the protection of property rights is effective, and if this is not the case, then proposes reforms after appropriate consultation with all stakeholders;

1.11. Performs other tasks assigned by the Prime Minister of Kosovo, and which relate to the strategy and action plan of the government for the protection of property rights;

1.12. The Property Rights Coordinator reports directly to the Prime Minister or Deputy Prime Minister appointed by the Prime Minister.
