The Infrastructure Projects Priority List (PPL) working groups have been established and the implementation of the National Strategic Planning and Management Framework has been approved

The meeting of the Strategic Planning Committee was held under the chairmanship of the Prime Minister of the Republic of Kosovo, Albin Kurti, whereby the decision to establish environment and energy sectoral Working Groups for the selection of projects to be included in the Infrastructure Projects Priority List (PPL) was discussed and approved.

The European Union is offering IPA funds to all countries in the region for the period 2021-2027, known as IPA III, the total value of which reaches over EUR 14 billion. Of this amount, EUR 9 billion will be combined with EUR 20 billion in lending to fund infrastructure projects to support the implementation of the EU Economic and Investment Plan for the Western Balkans. The EU has not set fixed amounts for any country, but has asked us to apply, and the funds will be allocated based on a competition of all countries with each-other.

As the second point of the agenda was discussed and reconfirmed implementation of the National Strategic Planning and Management Framework. The purpose of the Framework is to establish discipline on how planning is done and how management mechanisms ensure that what is planned is also implemented, and the same will be monitored and reported. This will require strengthening the accountability through data collection practices that enable reporting against targets to turn data into usable information at the government level. The link with the budgeting process should also be ensured, to make sure that the budget is following the policy agenda.

The Prime Minister of the Republic of Kosovo, Albin Kurti, concluded the meeting by emphasizing that the character of planning shows the character of governance. To this end, we must commit to supporting the process by developing and integrating the planning and budgeting information systems, so that the collection and presentation of information is easy and transparent.
