Workshop within the reform of the inspection system in Kosovo

In the framework of the reform of the inspections and activities of the Office of the Inspector General (ZIP), in cooperation with the USAID Program for Economic Governance in Kosovo, two workshops were organized with market and construction inspectors, at the central and local level.

The reform of the inspection system is one of the most important reforms for improving the business environment in Kosovo. For the presentation of this reform as well as the activities necessary for its implementation according to the Law on Inspections (NR.08/L-067) which was published in the Official Gazette in January 2022 and the best international practices, during the month of December two workshop with over 38 market and construction inspectors at the central and local level, and other officials responsible for the implementation of the inspection reform.

In these workshops, the scope and principles of inspection, the institutional organization of ZIP and special inspection bodies, as well as the inspection procedure were presented. Through joint exercises, during the workshops, the risk-based methodology was introduced. According to this methodology, inspections will be planned and conducted based on the degree of risk presented by the activity of the subject of inspection and by dividing the subjects of inspection and their activities into risk groups for the public interest, including health, public safety or the environment.

Flamur Salihu, Deputy Inspector General of Kosovo, emphasized that the Law on Inspections is based on the best international practices and serves as a good platform for reforming the inspection system in Kosovo.

“This law aims to improve the business environment in Kosovo. Through such workshops we will approach all inspectors in the scope of this law in order to unify procedures, improve coordination and work together to support inspection subjects” said Mr. Salihu.

The inspection reform is part of the priorities of the Government of the Republic of Kosovo aimed at improving the business environment. Through this reform, the number of inspection bodies in the state administration will be rationalized, their powers will be specified, and transparency and accountability in the inspection system will be increased.
