The Government of the Republic of Kosovo held its next meeting, in which it approved:
– The Draft Law on Sustainable Investments, which aims to establish a legal framework on the principles and tools for the promotion and protection of investments. The draft law foresees the basic principles of sustainable development, the rights and obligations of investors, the determination of state priorities and facilities, the announcement and implementation of strategic investment projects, the supplementary verification of foreign investments for the purposes of public order and security, the powers of the responsible bodies for investments, as well as investor care procedures.
– The Draft Law on Industrial and Technological Parks, which aims to regulate the establishment, administration, management, promotion, use and monitoring of industrial parks and business incubators in the Republic of Kosovo. Through the creation and development of industrial and technological parks, new investments, industrial activities and production for export will be enabled, the entry of goods and capital will be facilitated, advanced technology will be applied, new jobs will be created and investment opportunities will be taken advantage of and foreign financing and trade exchanges.
– The Decision on Emergency Measures in Energy Supply was approved due to the world energy crisis. The rapid increase in the import price of energy and the warning of the ban on the export of fossil materials from some European countries will affect the further increase in the import price. Taking into account the planned repairs in our thermal power plants, some of the generating capacities are out of order, therefore the Government considers it necessary to approve the Emergency Measures in Energy Supply. The measures will be in effect for 60 days from the date of entry into force, with the possibility that the Assembly of the Republic of Kosovo may extend their term in periods of 30 days, up to a maximum of 180 additional days.
– The Multimodal Transport Strategy for the years 2023-2030, which aims to increase mobility, reduce the cost of transport and reduce gas emissions in our country. The strategy is a plan to build a better, smarter and greener Kosovo. The transport system in our country is currently considered unsustainable compared to the countries of the European Union. The strategy addresses the problems of creating sustainable policies, raising capacities through management reforms, raising transport safety, a cleaner environment using vehicles with zero gas emissions and digitization in the field of transport.
– The concept-document for the Field of Vehicles, which aims to identify the absences and gaps in the existing Law on vehicles, as well as its full harmonization with the acquis of the European Union. The concept document recommends the drafting of a new law on vehicles which will define the necessary legal framework for a regulation of aspects of homologation, technical control of vehicles, auto repairs and activities related to them, importation of vehicles, inspections, certification, vehicles electric and hybrid, etc. It is also recommended to reduce the administrative burden on the institutions and entities involved in this field.
– The decision on the allocation of financial resources for the promotion of the Book “Reçaku” in the amount of 70,000 (seventy thousand euros). The funds are allocated from the budget of the Prime Minister’s Office, under the Country Promotion program and are transferred to the Walker Foundation account.
– The decision on the allocation of financial resources for the American-Kosovar Foundation for Education in the amount of 100,000 (one hundred thousand euros). The funds are allocated from the budget of the Prime Minister’s Office, under the Country Promotion program and are transferred to the account of The Kosovo American Education Fund.
– The decision on the allocation of financial means for holding the Investment Forum in the amount of 58,341.09 Swiss francs. The funds are allocated from the budget of the Prime Minister’s Office, under the Country Promotion program and are transferred to the accounts of Secure Link Services AG (SELISE).
– The decision to allocate financial resources to the Albanian-American Foundation for the Promotion of the country in the amount of 250,000 euros for holding the “Wall of Honor” Event, with the aim of promoting the country. The funds are allocated from the budget of the Prime Minister’s Office, under the Country Promotion program, and are transferred to the balance sheet of the Albanian-American Foundation.
– The decision on the appointment of four (4) directors of the Board of the Regional Water Company Hidrodrini Sh. A. Peja.
– At the request of the Ministry of Finance, Labor and Transfers, the decision was approved for the allocation of five million and twenty-five thousand euros (5 million and 25 thousand euros), of which five (5) million will be dedicated to subsidizing the savings of electricity from consumers and twenty-five thousand euros for the measure of dealing with inflation.
– The decision on the allocation of twenty-four million six hundred thousand euros (24.6 million euros) to deal with the possible increase in the price of electricity and measure 3.7 of the Economic Revival.
