Draft laws on the Framework Agreement for IPA III and the Compact Agreement with the USA are voted in the Assembly

 The First Deputy Prime Minister for European Integration, Development and Dialogue, Besnik Bislimi, has presented and explained to the MPs of the Assembly of Kosovo, the draft laws for the “Framework Agreement”, the draft law for the ratification of the “Partnership Agreement for the Financial Framework between the Government of the Republic of Kosovo and the European Commission for the Agreements for the Implementation of the Financial Assistance of the Union for Kosovo within the Pre-accession Instrument (IPA III)”, in short the Framework Agreement for IPA III and the Compact Agreement with the United States of America.

 

The purpose of the Framework Agreement for IPA III is to create the necessary legal basis for Kosovo to benefit from the EU funds provided under the Pre-accession Instrument or the funds known as IPA III, for the annual programs IPA 2021- 2027. The agreement as such constitutes a framework agreement for IPA III, while, for the separate annual programs, financial agreements will be concluded for each program separately, where the sectors, projects, funds and implementation modalities for each project will be specified. Therefore, this agreement paves the way to the conclusion of other agreements to specifically benefit from the projects.

 

Meanwhile, the Compact Agreement with the United States of America, represented by the Millennium Challenge Corporation (MCC), worth 236.7 million dollars, will bring important development investments to Kosovo in the field of energy, which includes three of the following projects:

  1. Energy reserves and arbitrage of 340 MEh,
  2. The development of the workforce, with special emphasis on the inclusion of women in the energy sector, and
  3. The American Development Catalyst Institution project, which aims to promote private sector financing from the International Development Finance Corporation (DFC) of the United States in Kosovo.

The ratification of these two agreements marks a step forward in the development of Kosovo and the increase of strategic investments in the country
