136th meeting of the Government

The Government of the Republic of Kosovo held its next meeting, in which:

– The Draft Law on the Defense Intelligence and Security Agency was approved. This law defines the mission, organization, authorizations and duties of the Defense Intelligence and Security Agency, which carries out its activities inside and outside the territory of the Republic of Kosovo in order to support the Ministry of Defense (MoD) and the Kosovo Security Force (KSF) against threats or possible risks for the performance of their constitutional and legal mission.

– Approved the Draft Law on the Ratification of the Credit Agreement between the Republic of Kosovo, KOSTT (Operator of the System, Transmission and Market Sh. A.) and KfW, Frankfurt Am Main (“kfW”) for the Project “Development of the Energy Sector VII-Improvement of the Broadcasting Network. This agreement envisages the loan of 25.5 million euros from KfW, which will then be sub-loaned to KOSTT-I, for the realization of the project which aims to improve the broadcasting system in Kosovo.

– Approved the Draft Law for the Ratification of the Loan Agreement for the Solar Heating Project of Pristina, between the Republic of Kosovo and the European Bank for Reconstruction and Development. This agreement will serve to provide additional thermal energy capacities and to expand the heating network of the city of Pristina. The value of the loan is 23.2 million euros.
– Appointed ad-hoc Selection Committee for the recommendation of candidates for two (2) members of the Competition Authority Committee after the resignations of two members of this Committee.
– Appointed ad-hoc Selection Committee for the recommendation of one (1) member to the Board of the Procurement Review Body
– Appointed the Board of Directors of Public Enterprise N. P. H. Infra Kos, Sh. A. with this composition:
1. Mrs. Edona Nahi, chairwoman;
2. Mr. Genc Hundozi, member;
3. Mrs. Besart Zuka, member; AND
4. Mr. Fitim Rraci, member.

– It was updated the Dual Use Goods List, referring you to the European Union List, for goods that are controlled for national security, foreign policy, public safety or human rights reasons.

– Amended and completed Government Decision No. 03/78, dated May 16, 2022, for the imposition of restrictive measures against the Wagner Group. According to the amendment and supplement, the Government of the Republic of Kosovo implements the sanctions against the Wagner Group, imposed by the United States of America.

– Allocated budget funds for this year in the amount of three hundred and five thousand seven hundred and ten euros (305,710) for financial support for Ukrainian and Afghan journalists, sheltered in Kosovo.

– Approved the report on the Assessment of the Adequacy of the Municipal Financing System for 2022. This report presents the results of the assessment and the main challenges identified by the Grants Commission on the adequacy of the Municipal Financing System for 2022. It also provides recommendations for improving the further in the current municipal financing system.

– Approved the Annual Financial Report of the Budget of the Republic of Kosovo for 2022. According to the report, total revenues during 2022 were recorded in the amount of 2 billion 628 million 973 thousand euros, which is 6% more than in the previous year, while expenses during this year amount to 2 billion 625 million 8 thousand euros, which are 10% higher than the previous year. This report presents the execution of the budget by the institutions of the Republic of Kosovo for the period January 1 – December 31, 2022, according to the annual allocations of the Budget Law.

– Allocate budget funds for the implementation of point 1.1 of Decision No. 31/99 of 30.09.2022, completed and amended, within Measure 3.7 – Support in overcoming the energy crisis of the Economic Revival Package. With this decision, 6 million euros have been allocated for this purpose.

– The decision was approved for the further consideration of the request for expropriation in the public interest of former social real estate affected by the implementation of the Project: “Construction of the Administrative Building” for the needs of the Kosovo Tax Administration and Kosovo Customs, Prishtina Cadastral Area, Municipality of Pristina.

– The decision was approved for the further consideration of the request for expropriation in the public interest and the completion of the Project: Expansion of the “National Judo Center” Sports Complex, Cadastral Zone Pejë, and Municipality of Pejë. Kosovo’s judo athletes deserve a much better environment for their activity, to continue representing Kosovo in the international arena. Therefore, for this purpose, the Government, with the approval of this expropriation decision, paves the way for the realization of the project for the National Judo Center in Kosovo.

– The decision was approved for the further consideration of the request for expropriation in the public interest of immovable properties which are affected by the implementation of the Project: Extension of the National Road N25, Pristina-Podujevë, Cadastral Areas: Bërnica e Eperme, Bardhosh, Lebanë, Trudë, Prugovc, Besi, Vranidoll and Teneshdoll, Municipality of Pristina and Cadastral Areas: Lupq i Poshtme, Shakovicë, Lluge, Lluzhan, Penuhë, Sibovc i Eperm, Konushevc, Gllamnik, Llapashtica e Poshtme and Podujevë of the Municipality of Podujeva. The national road Pristina-Podujevo is the Government’s priorities, and the same is under construction. In order to realize the rights of property owners, after the completion of the expropriation study, the Government, with the approval of this decision, begins the procedure of expropriation of properties affected by the construction of this road for 18 cadastral areas of the Municipality of Pristina and Podujeva.

– The decision was approved for the further consideration of the request for expropriation in the public interest of immovable properties which are affected by the implementation of the Project for the expansion of surface mining for the exploitation of coal for the production of electricity for the needs of the Kosovo Energy Corporation (KEK-Sh A), Cadastral Areas: Shipitulle, Leshkošić and Sibovc, Obiliq Municipality. With the approval of this decision, it is possible for the Energy Corporation of Kosovo to complete the Project for the Expansion of Surface Mining for the exploitation of coal for the purpose of electricity production.

– The decision was approved to request from the President of the country the authorization of the Minister of MINT for the signing of the agreement between the EU and Kosovo for Kosovo’s participation in the Single Market Program. This Agreement is of special importance, since Kosovo participates in the Single Market Program in accordance with the conditions defined in the Framework Agreement between the European Union and Kosovo. The objectives of the Single Market Program are to improve the functioning of the internal market, and in particular to protect and empower citizens, consumers and businesses.

– The decision was approved to amend and supplement Government Decision No. 01/64 of February 25, 2022, on the implementation by the Republic of Kosovo of the decisions of the Council of the European Union and the United States of America on the imposition of sanctions against the Russian Federation and Belarus, in report on the situation in Ukraine. The decision is aimed at harmonizing actions and measures by the Republic of Kosovo in accordance with the acts approved by the European Union and the USA for sanctions against the Russian Federation and Belarus.

– The Draft Law was approved for the ratification of the Agreement for the Co-financing of Higher Education Scholarships at the level of Master’s studies, between the Ministry of Education, Science, Technology and Innovation and the Embassy of France in Pristina.

– The decision to establish the Public International Business College with headquarters in Mitrovica, which has been operating for two decades with the support of the European Union, was approved. This decision proposal comes based on an analysis of the Working Group, composed of representatives of the Government, the EU Office in Kosovo and representatives of IBCM, and chaired by MAShTI. The working group has carefully considered all aspects of a sustainable future solution for IBCM, and has come up with the proposal for the establishment of the first public college.
