The Government of the Republic of Kosovo held its 116th meeting in a row, in which it approved:
– The Draft Law on Higher Education in the Republic of Kosovo, the purpose of which is to define the principles and create the legal basis for the conditions and manner of exercising educational, research-scientific and artistic activities, regulation, operation and quality assurance in higher education in the Republic of Kosovo in accordance with the standards of the European Higher Education Area.
– The Draft Law on Copyright and Related Rights, which aims to define, regulate and protect copyright, namely the rights of authors, in relation to their literary, scientific and artistic works.
– Regulation on the Classification of Jobs in the Civil Service. This regulation defines the classes for each category of civil service and institutions of public service administration, the names of the positions for each class, the general description for each category and class, the procedure and methodology of the classification of work positions and the division of administration groups of general and special administration in the civil service of Kosovo.
– The Administrative Instruction on the Method and Procedures for the Sale and Leasing of Seized and Confiscated Movable and Real Estate, which aims to determine the methods, rules and procedures that are applied in the realization of the sale and lease of the property movable and immovable seized and confiscated which are under the administration of the Agency for the Administration of Seized and Confiscated Assets as well as the protection of the rights and interests of the participants.
– The decision by which the Government of the Republic of Kosovo gives an opinion and agrees with the candidacies proposed by the Selection Panel for the selection of a non-executive member of the Board of the Central Bank of the Republic of Kosovo.
– The decision on the approval of the 2023 annual Translation Calendar of the EU acquis foreseen according to the Regulation for the process of Translation of the EU acquis in the Official Languages of Kosovo.
– The decision to allocate financial resources to the Ministry of Foreign Affairs and Diaspora, to accept five journalists from Afghanistan, as well as the decision to provide temporary and immediate protection for them.
– The decision on the Public review and the Plan for the Management of River Basins.
– The decision on the establishment of the Local Public Enterprise Eko Sig Sh.A. Peja.
– The decision on the appointment of the inter-institutional Mechanism for the implementation of the National Strategy and Action Plan for the Management and control of Dogs with and without Owners in the Republic of Kosovo.
– The decision on the establishment of the Complaints Commission, whose mandate is three years and which exercises its activity on the basis of the Regulation on the return of displaced persons and sustainable solutions.
– The initiative for the conclusion of the international agreement between the Government of the Republic of Kosovo and the European Union for the participation of the Republic of Kosovo in the Civil Protection Mechanism of the Union.
– The initiative for the conclusion of the international agreement between the Government of the Republic of Kosovo and the Government of the United Kingdom of Great Britain and Northern Ireland for the mutual recognition of driver’s licenses.
– The initiative for the conclusion of the international agreement between the Government of the Republic of Kosovo and the Government of the United Kingdom of Great Britain and Northern Ireland on the transfer and use of Passenger Name Register (REP) data.
– The Public Administration Reform Strategy 2022-2027 and the Action Plan 2022-2024, which as strategic documents of the Government of the Republic of Kosovo provide objectives and guidelines for the development and modernization of public administration over the next five years.
– The Strategy for the Management of Public Finances (SMFP) 2022-2026 and the Action Plan (PV) 2022-2024, the purpose of which is to further develop sound financial management and improved provision of services through the improvement of fiscal discipline and allocation strategic resources.
– Report on the Level of Execution of International Borrowing Projects.
– The Spatial Plan for the “Bjeshket e Nemuna” National Park aims to enable the achievement of strategic goals and objectives, through the undertaking of actions, measures and activities planned in the Plan.
– Concept documents: for the Review of Laws in the Energy Sector; for Energy Efficiency; for Land Regulation; for Rural Tourism; for Veterinary Medicine; for Mental Health; for Sports.
– The decision to propose to the Assembly of the Republic of Kosovo the candidates for Director and Deputy Director of the Executive Secretariat of the Kosovo Agency for Property Comparison and Verification.
– The decision to change and complete the point of Government Decision No. 15/19 of 14.07.2021, for the amendment and completion of Government Decision No. 05/36 as follows: The Customs of the Republic of Kosovo and the Tax Administration of Kosovo are not subject to the restriction defined in point 1 of this decision.
– The decision on the amendment and completion of point 4 of the Government’s decision No. 17/15 of 08.06.2021, as follows: The Ministry of Finance, Labor and Transfers is obliged to ensure close cooperation with the Kosovo Pension Savings Fund for the implementation of this decision, enabling the application for reimbursement before 06.31.2023.
– The decision to amend and supplement the Government’s decision No. 06/27 of 30.04.2020 for the list of items for common use that are the subject of the central public procurement procedure.
– The decision to replace the source funds.
– Preliminary decision for expropriation for public interest of the former social real estate of the “Podujevo Agricultural Cooperative” which are necessary for the realization of the Project: Construction of the “Industrial Economic Zone” Cadastral Area: Livadića, Podujevo Municipality.
– Reporting of the Performance of Public Enterprises for the year 2021, where the central public enterprises have had a total improvement in terms of financial profit. From the 2.7 million financial losses they realized in total in 2020, in 2021 they realized 21 million euros of financial profit compared to the previous year.
– The approval of the Draft Law on School Textbooks, which defines the basic standards and procedures for the design, evaluation and publication of school textbooks, teaching materials, teaching tools, textbooks and pedagogical documentation in pre-university education.
